The evaluation completion date is scheduled for April 29, 2005.

-Enclosure Vogtle Electric Generating Plant 10 CFR 21 Interim Report Cutler-Hammer Freedom Series Model C306 Thermal Overload Relays and Heater Packs The following 10 CFR 21 interim report is provided by Southern Nuclear Operating Company (SNC) for Vogtle Electric Generating Plant (VEGP) in accordance with 10 CFR 21.21(a)(2):

200 West Kensinger Drive Suite 600 Cranberry Township, PA 16066 (iv) Date of Discovery of Deviation January 3, 2005 (v) Nature of Deviation Cutler-Hammer Freedom Series Model C306 Thermal Overload Relays and Heater Packs supplied by Framatome are used at VEGP in some applications as containment penetration conductor primary protection. Accordingly, it is necessary in such applications that all three phases trip properly. During pre-installation testing of several thermal overload relays with different model heater packs, instances were found where single and multiple overload relay phases would trip either early, late, or not at all.

Enclosure Vogtle Electric Generating Plant IO CFR 21 Interim Report Cutler-Hammer Freedom Series Model C306 Thermal Overload Relays and Heater Packs (vi) Evaluation Status SNC is continuing to evaluate the deviation to fully characterize the issue. SNC is currently working with Framatome to review the VEGP site pre-installation testing program that is used for the Cutler-Hammer Freedom Series Model C306 Thermal Overload Relays and Heater Packs in an effort to determine if there is a manufacturing defect associated with these components.
