By letter dated March 31, 2003, Southern Nuclear Operating Company (SNC) proposed to amend the Farley Nuclear Plant (FNP) Technical Specifications (TS), Appendix A to Operating License NPF-8. This TS amendment requested elimination of the requirement to cycle the Unit Two Pressurizer Power Operated Relief Valve (PORV) block valve Q2B331 MOV8000B during the remainder of operating cycle 16. Additional compensatory action was provided in the referenced letter. SNC requested NRC review and approval of the proposed TS change prior to June 10, 2003.

On April 21, 2003, a telephone conference call was held between SNC Farley personnel and Frank Rinaldi and Steve Unikewicz of the NRC for the purpose of discussing the TS amendment. Based on the conference call, the following additional information is hereby provided.

The packing arrangement for the Q2B3 lMOV8000B block valve will be reconfigured during the next FNP Unit 2 refueling outage scheduled for March 2004 to be consistent with the packing arrangement on the remaining PORV block valves. This change will include replacement of composite rings with braided end rings. If a plant shutdown and cooldown of sufficient duration is required prior to the next refueling outage, the PORV block valve will be repaired prior to plant restart.
