Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP)

Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 3.3.00.05b [Index Number 785]. An inspection of the boundaries between the rooms identified in VEGP Unit 4 Combined License (COL) Appendix C Table 3.3-2 was performed to demonstrate that the boundaries between these rooms were designed and constructed to prevent flooding of rooms that contain safety-related equipment. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

ITAAC Statement

Design Commitment

5.b) The boundaries between rooms identified in Table 3.3-2 of the auxiliary building are designed to prevent flooding of rooms that contain safety-related equipment.

Inspections/Tests/Analyses

An inspection of the auxiliary building rooms will be performed.

Acceptance Criteria

A report exists that confirms floors and walls as identified on Table 3.3-2 have provisions to prevent flooding between rooms up to the maximum flood levels for each room defined in Table 3.3-2.

ITAAC Determination Basis

An inspection of the boundaries between the rooms identified in Vogtle Electric Generating Plant (VEGP) Unit 4 Combined License (COL) Appendix C Table 3.3 -2 (Attachment A), was performed to demonstrate that the boundaries between these rooms are designed and were constructed to prevent flooding of rooms that contain safety-related equipment.

Inspections were performed of auxiliary building rooms to demonstrate that floors and walls as identified in Table 3.3-2 have provisions to prevent flooding between rooms up to the maximum flood levels for each room defined in COL Appendix C Table 3.3 -2 (Attachment A). An inspection plan was prepared to identify all openings and penetrations on the floors and walls up to the maximum flood levels of the rooms. Each as-built opening or penetration was observed and measured to confirm being below the corresponding maximum flood level and was inspected to ensure that the openings and penetrations were sealed as specified in the design documents. A final walkdown of the floors and walls was performed to ensure that all openings and penetrations were identified and inspected.

The inspection plan and results of the visual inspection of the floors and walls are documented in the Unit 4 Principal Closure Document (PCD) (Reference 1), and confirms floors and walls as identified on COL Appendix C Table 3.3-2 have provisions to prevent flooding between rooms up to the maximum flood levels for each room defined in the COL Appendix C Table 3.3-2 (Attachment A).

Reference 1 is available for NRC inspection as part of the Unit 4 ITAAC 3.3.00.05b Completion Package (Reference 2).

ITAAC Finding Review

In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 3.3.00.05b (Reference 2) and is available for NRC review.

ITAAC Completion Statement

Based on the above information, SNC hereby notifies the NRC that ITAAC 3.3.00.05b was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
