Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP)

Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.3.05.03d.ii [Index Number 352]. This ITAAC verified that the maintenance hatch hoist holding mechanism was able to stop and hold the maintenance hatch. The closure process for this ITAAC is based on the guidance described in NEI 01, Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52 (Reference 1), which is endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

ITAAC Statement

Design Commitment:

3.d) The maintenance hatch hoist is single failure proof.

Inspections, Tests, Analyses:

ii) Testing of the maintenance hatch hoist is performed.

Acceptance Criteria:

ii) The maintenance hatch hoist holding mechanism shall stop and hold the hatch.

ITAAC Determination Basis

Multiple ITAAC were performed to demonstrate the maintenance hatch hoist is single failure proof.

For this ITAAC, a test was performed in accordance with Site Acceptance Test (SAT) SV4-MH40-VTP-002 (Reference 1) to demonstrate that the maintenance hatch hoist holding mechanism stopped and held the hatch.

Testing was performed in accordance with Domestic AP1000 Hatch Hoist SAT (Reference 1) which required that the maintenance hatch hoist holding mechanism stops and holds the hatch.

The maintenance hatch hoist was attached to the maintenance hatch, along with additional test weights to achieve 100% of the hoist rated load, during the load test portion of the SAT. The hatch and weights were raised by the hoist one foot, stopped, and verified to hold the hatch for at least one minute and not drift down after stopping. The hatch and weights were lowered, stopped, and held again for at least two minutes and verified to hold the hatch and not drift down after stopping.

Visual observation verifies the hoist holding mechanism holds the hatch.

The completed test results are documented in ITAAC Technical Report SV4-MHS-ITR-800352 (Reference 2) and demonstrate that the maintenance hatch hoist holding mechanism stopped and held the hatch. The ITAAC Technical Report (Reference 2) and ITAAC Completion Package (Reference 3) are available for NRC inspection.

ITAAC Finding Review

In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.3.05.03d.ii (Reference 3) and is available for NRC review.

ITAAC Completion Statement

Based on the above information, SNC hereby notifies the NRC that ITAAC 2.3.05.03d.ii was performed for VEGP Unit 4 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
