NOTICE OF AVAILABILITY OF THE FINAL SUPPLEMENT 63, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING LICENSE RENEWAL FOR CLINTON POWER STATION, UNIT 1 (EPID NUMBER: L-2024-LNE-0000)

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final environmental impact statement (EIS), issued as NUREG-1437, Supplement 63, Site-Specific Environmental Impact Statement for License Renewal of Nuclear Plants Regarding License Renewal for Clinton Power Station, Unit 1, Final Report, regarding the renewal of Renewed Facility Operating License No. NPF-62 for an additional 20 years of operation for Clinton Power Station, Unit 1 (Clinton). The Agencywide Documents Access and Management System (ADAMS)

Accession Number for the final EIS is ML25212A224. ADAMS is accessible from the NRC website at http://www.nrc.gov/readingrm/adams.html.

As discussed in Chapter 4 of the final EIS, the NRC staffs recommendation is that the adverse environmental impacts of license renewal for Clinton are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. In other words, from the analysis that the NRC staff performed, there is no environmental reason for energy-planning decisionmakers to prevent the plant from operating for an additional 20 years. This recommendation is based on: (1) Constellation Energy Generation, LLC.; environmental report; (2) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (3) the NRC staffs independent environmental review, which is documented in Supplement 63, to NUREG-1437; and (4) the NRC staffs consideration of public comments.

The NRC staff has prepared a Federal Register (FR) Notice of Availability to advise the public that the supplement is publicly available. A separate Notice of Availability of the final EIS will be placed in the FR through the U.S. Environmental Protection Agency (EPA). The minimum 30-day public review period end date is calculated from the date on which the EPA notice is published in the FR. We expect both notices to be published by August 8, 2025.
