CLINTON POWER STATION, UNIT 1 - NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENT 63 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2024-LNE-0000) (DOCKET NUMBER: 50-461)

Dear Christopher Wilson:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared a Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 63, Regarding Clinton Power Station, Unit 1, Draft Report (NUREG-1437) (DSEIS). The DSEIS includes the NRC staffs evaluation of the environmental impacts of the license renewal (LR) issues applicable to Clinton Power Station, Unit 1 (CPS). The DSEIS considers information contained in Constellation Energy Generation, LLCs (CEGs) LR application (Agencywide Documents Access and Management System (ADAMS) ML24045A023). The NRC staff prepared the DSEIS in accordance with NRC regulations and federal law.

The NRC staff has prepared a Federal Register Notice (FR) of Availability to advise the public that the DSEIS is publicly available in ADAMS under ML25072A105. ADAMS is accessible from the NRC website at: https://www.nrc.gov/reading-rm/adams.html. In addition, the DSEIS will be available to the public near the site at the Vespasian Warner Public Library, 310 N. Quincy Street, Clinton, IL 61727.

Based on the staffs evaluation in the DSEIS, the NRC staffs preliminary conclusion is there are no environmental reasons for energy-planning decisionmakers to prevent CPS from continuing to operate for an additional 20 years. The NRC staff based its recommendation on the following:

1) CEGs environmental report; 2) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; 3) the NRC staffs independent environmental review; and 4) the NRC staffs consideration of public comments received during the scoping process.

A virtual public meeting will be held to present an overview of and accept public comments on the DSEIS. The NRC meeting notice will be published here: https://www.nrc.gov/pmns/mtg and will provide more details about the public meeting.

A separate Notice of Availability of the DSEIS will be placed in the FR through the U.S.Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR, expected April 18, 2025.
