CLINTON POWER STATION, UNIT 1 - NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACT STATEMENT AND CONDUCT SCOPING PROCESS (EPID NUMBER: L-2024-LNE-0000)
Dear Christopher Wilson:
By letter dated February 14, 2024, (Agencywide Documents Access and Management System (ADAMS) ML24045A024), Constellation Energy Generation, LLC (CEG or the applicant) submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for license renewal of Facility Operating License No. NPF-62 for Clinton Power Station (CPS), Unit 1. As stated in a letter to you dated April 12, 2024 (ADAMS Package ML24089A222), the NRC staff determined that the application is acceptable for docketing and that the staff will proceed with its detailed technical review. In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and Part 54, CEG also submitted an environmental report. This letter provides information related to the NRC staffs environmental review of the application.
The NRC staff has prepared a Notice of Intent (NOI) advising the public that the NRC intends to conduct a scoping process to gather the information necessary to prepare a plant-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (ADAMS Package ML13107A023) related to the review of the application of the CPS Unit 1. A notice to conduct scoping and prepare an environmental impact statement was published in the Federal Register, 89 FR 33400 dated April 29, 2024. Pursuant to 10 CFR 51.28, CEG is invited to participate in the environmental scoping process. Also, as discussed in the NOI, the NRC staff is providing the public with the opportunity to participate in an online webinar to be held on Tuesday, May 7 and Thursday, May 9. Both meetings will be transcribed.
At these meetings, the NRC staff will present an overview of the safety and environmental review process and describe how these processes will be implemented for the review of the CPS license renewal application. The NRC staff will also provide member of the public an opportunity to provide comments.
