DRAFT SAFETY EVALUATION FOR FRAMATOME TOPICAL REPORT ANP-10350P, REVISION 0, FRAMATOME METHODOLOGY FOR BOILING WATER REACTORS: EVALUATION AND VALIDATION OF APOLLO2-A/ARTEMIS-B (EPID L-2022-TOP-0038)

By letter dated June 30, 2022, and supplemented by letters dated June 30, 2023, October 6, 2023, February 21, 2024, and October 30, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession Nos. ML22186A071, ML23181A202, ML23279A112, ML24057A358, and ML24305A188) respectively, Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10350P, Revision 0, Framatome Methodology for Boiling Water Reactors: Evaluation and Validation of APOLLO2-A/ARTEMIS-B, to the U.S. Nuclear Regulatory Commission (NRC) staff for review and approval. A supplement to the methodology to address increased enrichment and higher burnup for boiling water reactor applications was submitted by letter dated February 21, 2024, and accepted by the NRC staff for review on March 22, 2024 (ADAMS Accession No. ML24067A242).

A copy of the proprietary draft safety evaluation (SE) (ADAMS Accession No. ML25052A079) has been placed in the box.com folder. Alan Meginnis, Framatome, has been given access to the folder. The draft SE is provided for a proprietary information review. If Framatome provides comments on other areas, the NRC staff will exercise its discretion on whether to address those comments.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we have determined that the draft SE may contain proprietary information. If you believe that any information in the draft SE is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Use bold brackets and yellow highlight to identify any [proprietary information].

NOTICE: Enclosure 1 to this letter contains Proprietary Information. When this letter is separated from the enclosure, this letter is decontrolled.
