Dear Paul Lorskulsint:
By letter dated August 3, 2023 (Agencywide Documents Access and Management System
[ADAMS] Number ML23220A389), Louisiana Energy Services, LLC, dba Urenco USA (UUSA),
requested an amendment to its Special Nuclear Materials (SNM) License SNM-2010 to revise the UUSA Safety Analysis Report (SAR) and Integrated Safety Analysis Summary. The amendment request proposed an elimination of several of the 50-series of items relied on for safety (IROFS), specifically IROFS50a, b, c, d, e, h, i, and j. The proposed change would eliminate IROFS for vehicle impacts and fires associated with construction activities. The U.S.
Nuclear Regulatory Commission (NRC) staff accepted the submittal for formal review by email dated September 5, 2023 (ML23249A163).
Based on a review of the submittal and responses to the requests for additional information (ML24319A164), the NRC staff grants the license amendment request to eliminate IROFS50a, b, c, d, e, h, i, and j. The NRC staff review is documented in the enclosed safety evaluation report. Enterprise Project Identifier number L-2023-LLA-0107 is considered closed.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 70, SNM-2010 License Condition 10.b is hereby amended to read as follows:
