SUPPLEMENTAL DOCUMENTATION OF SECTION 106 ADMINISTRATIVE RECORD FOR HOLTEC DECOMMISSIONING INTERNATIONAL, LLCS LICENSING AND REGULATORY REQUESTS FOR REAUTHORIZATION OF POWER OPERATIONS AT PALISADES NUCLEAR PLANT (EPID NUMBER: L-2024-LNE-0003) (DOCKET NUMBER: 50-0255)

The National Historic Preservation Act of 1966, as amended (NHPA), requires Federal agencies to consider the effects of their undertakings on historic properties and consult with applicable Federal, State, Tribal, local groups or agencies, individuals, and organizations with demonstrated interest in the undertaking before taking the action. For the Palisades review, the U.S. Nuclear Regulatory Commission (NRC) has initiated consultation with the Advisory Council on Historic Preservation, Michigan State Historic Preservation Office, and 35 federally recognized Indian Tribes. NRC emailed and sent hard copies to the consulting parties.

In addition to formal consultation correspondence documented in the environmental assessment, the NRC staff provided periodic email notifications to inform Federally recognized Tribes of pertinent project information including Tribal Information meeting, Tribal site visit, definition of the area of potential effect, and project status updates. The enclosed documentation represents the staffs administrative record supporting the environmental review.

Tribal responses to the NRC are not included in this note to file as they are considered government to government communications.
