Dear Kimberly Manzione:
As requested by your letter dated March 18, 2024, (Agencywide Documents Access and Management System [ADAMS] Accession No. ML24078A344), enclosed is the Certificate of Compliance (CoC) No. 9261, Revision No. 13, for the Model No. HI-STAR 100 package.
Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.
Holtec International is registered as a certificate holder and user of the package under the general license provisions of Title 10 of the Code of Federal Regulations (CFR) Section 71.17, General license: NRC approved package, or 49 CFR 173.471, Requirements for U.S. Nuclear Regulatory Commission approved packages. The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of 49 CFR 173.471.

SUMMARY
By letter dated March 18, 2024, (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24078A344), Holtec International (Holtec) requested renewal of Certificate of Compliance (CoC) No. 9261 for the Model No. HI-STAR 100 Transportation Package. The staff reviewed the package application, Revision No. 20, dated June 27, 2019, in support of the renewal request and determined that the documentation was available and complete (ML19184A212). There have been no changes to the use or design of the package since its last approval and no other changes were requested.
The certificate has been renewed for an additional five-year period and updated to Revision No.
13.
CONDITIONS The following changes have been made to the CoC:
Condition No. 12 was updated to reflect the April 30, 2029, expiration date of Revision No. 13 of the certificate.
CONCLUSION Based on the statements and representations in the renewal request, the staff concludes that this change does not affect the ability of the Model HI-STAR 100 package to meet the requirements of Title 10 of the Code of Federal Regulations Part 71.
