Dear Ms. Manzione:
As requested by your letter dated March 27, 2019, enclosed is the Certificate of Compliance No.
9261, Revision No. 11, for the Model No. HI-STAR 100 package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.
The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations 49 CFR 173.471. Those on the attached list have been registered as users of the package under the general license provisions of 10 CFR 71.17 or 49 CFR 173.471.

SUMMARY
By letter dated March 27, 2019, Holtec International (Holtec) requested renewal of Certificate of Compliance No. 9261 for the Model No. HI-STAR 100 Transportation Package. Holtec did not request any changes to the package design, or operating procedures, acceptance tests and maintenance program of the package. The certificate has been renewed for an additional five year period.
EVALUATION Holtec did not request any changes to the package design, operating procedures, acceptance tests and maintenance program of the package. The staff reviewed the package application, Revision No. 18, in support of the renewal request and determined that the documentation was available and complete.
Condition No. 11 was modified to allow the previous revision of the certificate to be used for a period of approximately one year.
Condition No. 12 was updated to change the expiration date of the certificate to April 30, 2024.
CONCLUSION Based on the statements and representations in the application, Revision No. 18, the staff concludes that the Model No. HI-STAR 100 package design has been adequately described and evaluated and that the certificate has been renewed for a five year term. This does not affect the ability of the package to meet the requirements of 10 CFR Part 71.
