Dear Mr. Saverot:

Holtec is pleased to submit the proprietary version of the HI-STAR Safety Analysis Report (SAR) to the NRC. The revised SARin Enclosure 1 (Holtec Report HI-951251, Revision 17) contains the necessary changes to the safety analyses that support the RAI responses sent on August 22, 2016 [1] and May 1, 2017 [2] since Revision 16 was issued with the original License Amendment Request (LAR) [3].

An affidavit pursuant to 10 CFR 2.390 (Enclosure 2) is included to request withholding of proprietary information (Enclosure 1) as outlined in the affidavit. The non-proprietary version of the SARis transmitted under separate cover.
