On March 7, 2024, the Board issued LBP-24-03 wherein the Board granted Miami

Waterkeepers hearing request and admited Contention 1 as narrowed and reformulated by the

Board. Pursuant to C.F.R. §. (b), the Staff hereby provides formal notification of its

intent to participate as a party in this adjudicatory proceeding with respect to the admitted

contention. Since the Board's issuance of LBP- -, the Staff has been acting as a party by

actively participating in the creation of the Joint Motion Regarding Hearing Schedule,

Mandatory Disclosures, and Hearing File Obligations filed by the Miami Waterkeeper on March
