NRC Pre-Submittal Discussion - Proposed License Amendment Request Regarding Emergency Plan Changes

FitzPatrick and Nine Mile Point propose to revise their Emergency Plans to make the following changes:

1. Reduce the number of Meteorological Towers at the site from three (3) to one (1). Currently, the Emergency Plans for the stations recognize three (3) Towers.

Primary Tower - a 204 ft primary meteorological tower located at the Nine Mile Point site. The tower provides wind speed, wind direction and temperature sensors at elevations of approximately 30 ft, 100 ft and 200 ft above plant grade.

Backup Tower - a single level 90-ft backup tower is installed on the FitzPatrick site which also provides wind direction and speed.

Backup Tower - a 30-ft tall inland tower located approximately twelve miles from Lake Ontario at the Oswego County Airport. The third tower provides wind speed and direction.

The Backup Towers will be replaced by Emergency Plan commitments to obtain current meteorological data from contracted services and the National Weather Service. This is consistent with other nuclear stations within the Constellation Fleet and the industry.

2. Remove the Emergency TLD program from the Emergency Plans.

The Emergency TLD program is unique to JAF and NMP. The TLDs are located around the sites and are not part of the TLDs required by the REMP program or 10CFR 20.

Per the Emergency Plans, the TLDs are changed out quarterly and required to be analyzed following an emergency condition.

3. Remove specific detail regarding TLD and Environmental Sample Station numbers and locations and reference the ODCM for specific detail.

This is consistent with other Emergency Plans within the Constellation Fleet and in the industry.

Submittal Timeframe - The proposed License Amendment Request will be for both stations and will be submitted together under one (1) transmittal letter. The anticipated submittal is planned for December 2023. Constellation will be requesting approval within one (1) year of submittal.
