The U.S. Nuclear Regulatory Commission (the Commission) issued Amendment No. 231 to Renewed Facility Operating License No. NPF-30 for Callaway Plant, Unit No. 1 on February 24, 2023 (ML22361A070). The amendment consists of changes to the Radiological Emergency Response Plan (RERP) in response to the application dated February 8, 2022, as supplemented by letter dated July 13, 2022.

The amendment revises the RERP to make the following changes:

  • Remove the 15-minute and 30-minute "Normal Hours" response and activation goals, leaving the 75-minute and 90-minute "Off-Normal Hours" activation goals as the station standard to cover all hours
  • Extend the State and counties "follow-up" notification goal from 30 minutes to 60 minutes and allow for even further increases when conditions are stable, with the agreement of the State of Missouri and local counties.

The following sections of RERP, Revision 055 were modified to incorporate these changes:

  • Section 1.1, Glossary Definitions: "Duty" - deleted "during off normal working hours" from the definition (page 8)
  • Section 1.1, Glossary Definitions: "Normal Working Hours" - deleted entire definition (page 12)
  • Table 5-2, Emergency Staffing Requirements/Emergency Response Organization (On-Site/TSC): Deleted "Response Goal + Normal Hours" column to remove the 15-minute goal (page 56-58)
  • Table 5-2, Emergency Staffing Requirements/Emergency Response Organization (On-Site/TSC): removed "Off Hours" from the "Response Goal+" column to reflect the new 75 minutes response goal (page 56-58)

Initial notifications to the State and local authorities shall be initiated within 15 minutes after the declaration of an emergency. Follow-up notifications should be made with the same urgency as initial notifications when changes in Protective Action Recommendations are involved.

When conditions are relatively stable and the Plant remains at an UNUSUAL EVENT, the follow-up notification frequency may be reduced with the consensus of SEMA and the EPZ counties. Updates and notifications should be shared with State and local authorities present in the EOF.

Section 6.4, Mobilization (page 65), the new fourth, fifth, and sixth paragraphs change from:

Emergency response during off hours is by Emergency Response Duty Personnel and Emergency Response Augmentation Personnel.

During off normal working hours, the plant alarms, public address system, and the cellular paging system are used to notify personnel. An automated calling system is an alternate or additional method of mobilizing selected ERO personnel.

In addition, during the 2022 NRC Inspection of Emergency Preparedness it was identified that the definition of General Emergency had been revised incorrectly when hostile action was removed as a potential initiator during adoption of NEI 99-01 rev 6. This change restores the RERP to the original definition of General Emergency. CR 202207906.

GENERAL EMERGENCY - Events are in progress or have occurred which involve actual or imminent substantial core degradation or melting with potential for loss of containment integrity or hostile action that results in an actual loss of physical control of the facility. Releases can be reasonably expected to exceed EPA Protective Action Guideline exposure levels offsite for more than the immediate site area.

The RERP covers all of the Planning Standards. However, this change is focused on the Emergency Action Level definition for General Emergencies. This definition directly affects the Classification of Events using the Implementing Procedure EIP-ZZ-00101. This change to the RERP restores the definition for a General Emergency to comply with the approved Emergency Action Levels and the Commitment 50110 to NRC Bulletin 2005-02 as described in ULNRC-05247 and ULNRC-05189. This commitment was implemented in RERP Rev 028 and included revisions to the EALs to include hostile action initiating conditions as well as updating definitions for Emergency Level Classifications.
