On March 17, 2023, the U.S. Nuclear Commission (NRC) staff met with Electric Power Research Institute representatives to discuss the request for additional information responses regarding EPRI Report 3002018337, Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture: Topical Report. This was an Observation Meeting. This was a meeting in which attendees had an opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees had an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC was not actively soliciting comments toward regulatory decisions at this meeting.
Purpose of the Meeting:
To discuss staffs understanding and path forward regarding data validation and reconciliation (DVR) methods for measurement uncertainty recapture (MUR) request for additional information (RAI) responses.
General Details:
The NRC staff held a public, observational meeting with EPRI representatives to discuss responses to select NRC RAIs associated with the review of EPRIs Report 3002018337, Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture: Topical Report [(TR)]. The meeting began at 12:00 pm and 2:15 pm. There were five NRC staff members and six EPRI staff and contractors, and two members of the public. The meeting began with introductions of the NRC staff and EPRI representatives and contractors.
Summary of Meeting:
The NRC staff began by explaining that it believes that the equation provided in response to RAI No. 14 is incorrect. The NRC staff explained why it thinks the equation is incorrect and provided two equations that would be appropriate for the response.
The NRC staff noted that this issue can be addressed in several ways and EPRI can consider the options and let the NRC staff know of the desired path forward:
- 3. Address in each licensee amendment request submittal The NRC staff and EPRI representatives and contractors discussed the statistics behind this and other equations.
There is a lot of confusion by the NRC staff about the finer details of the DVR method, specifically the mathematics. The NRC staff has drafted an SE with limitations and conditions so that the process can move forward.
The NRC staff ended the meeting stating that it is proceeding with issuing the draft SE on the current schedule. If EPRI would like to address the issue in the current SE, the staff would request that EPRI inform the NRC staff as soon as possible.
