By letter dated January 27, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21053A027), Electric Power Research Institute (EPRI) submitted EPRI Report 3002018337, "Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture: Topical Report, to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. EPRI Report 3002018337, November 2020, presents a process for using a mathematical Data Validation and Reconciliation (DVR) method for monitoring core thermal power and use of the methods for Measurement Uncertainty Recapture (MUR) Uprates.

During the week of March 28, 2022, the NRC staff conducted a virtual audit to increase their level of knowledge and understanding of the topic and associated methodologies. The audit plan (ADAMS Accession No.ML22073A274) included proprietary audit questions. Based on the information exchanged during the audit, the audit questions were revised and are being issued in these requests for addition information (RAIs).

The NRC staff in the Nuclear Methods and Fuel Analysis Branch (SFNB) in the Division of Safety Systems (DSS) and the Long-Term Operations and Modernization Branch (ELTB) in the Division of Engineering and External Hazards (DEX) is in the process of reviewing your topical report. Based on our review, the NRC staff has identified several RAIs.

I have placed an electronic version of the RAI questions for EPRI Report3002018337, "Use of Data Validation and Reconciliation Methods for Measurement Uncertainty Recapture:

Topical Report, in the box.com folder and have given you access to it. This email serves as the formal transmittal of those RAI questions.

The U.S. Nuclear Regulatory Commission (NRC) staff has not redacted any proprietary information from the RAI questions so the file in the Agencywide Documents Access and Management System (ADAMS) and box.com are marked as proprietary. The RAI questions have also been placed in ADAMS as nonpublic so they can be declared an Official Agency Record.

When responding to the RAI questions, please provide a proprietary and nonproprietary version of both the RAI questions and the responses. Your formal response, provided via letter under authorized signature, will generate the public version of the RAI questions as well as the responses.

In order to support the NRC staffs review schedule, please provide your responses no later than August8,2022. If you cannot meet this date, please let us know as soon as possible.

In addition, starting in May2022, we will begin scheduling biweekly, conference calls to permit discussion of details of the topical report. Due to the proprietary nature of EPRI Report3002018337, these meeting will be notice as closed, proprietary meetings. The purpose of these meeting will be to make progress on the staffs review of the DVR method
