THE U.S. NUCLEAR REGULATORY COMMISSIONS REVISED SCHEDULE FOR THE REVIEW OF FRAMATOMES TOPICAL REPORTS, ANP-10353P, REVISION 0, INCREASED ENRICHMENT FOR PWRs (EPID L-2021-TOP-0004) AND ANP-10340P, REVISION 0, SUPPLEMENT 1, REVISION 0, INCORPORATION OF CHROMIA-DOPED FUEL PROPERTIES IN FRAMATOME PWR METHODS (EPID L-2021-TOP-0015)

ANP-10353P, Revision 0, Increased Enrichment for Pressurized Water Reactors Topical Report The U.S. Nuclear Regulatory Commission (NRC) staff plans to revise the schedule for its review of Framatome, Inc. (Framatome) Topical Report (TR) ANP-10353P, Revision 0, Increased Enrichment [(IE)] for PWRs (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML21035A073), submitted on January 29, 2021. By e-mail letter dated March 2, 2021 (ADAMS Accession No. ML21061A213), the NRC staff established an initial TR review schedule with NRC milestone date for issuance of the draft safety evaluation (SE) by May 6, 2022. During the review, the NRC staff held a virtual audit on September 13, 2021 (ADAMS Accession No. ML21305A032) and issued requests for additional information (RAIs) on September 21, 2021 (ADAMS Package Accession No. ML21258A346).
In developing the draft safety evaluation (SE), the NRC staff determined that Framatome is relying on some parameters that must be reviewed and approved as part of the ongoing ANP-10339P, Revision 0, ARITA - ARTEMIS/RELAP Integrated Transient Analysis Methodology, TR review. On April 26, 2022 (ADAMS Accession No. ML22098A094), a closed meeting was held between Framatome representatives and the NRC staff to discuss impacts of the ANP-10339P, Revision 0 (ARITA) fuel-related parameters on TR ANP-10353P, Revision 0.
One of the outcomes of the April 26, 2022, meeting was that the NRC staff would conduct a second audit, which was later scheduled for May 25, 2022. Per Framatomes request, the audit date was revised and is planned for August 17, 2022 (ADAMS Package Accession No. ML22129A001).
For the IE TR revised schedule, the NRC staff plans to issue the draft SE by November 11, 2022, and the final SE by February 28, 2023, as annotated in the enclosed revised schedule. This revised schedule assumes that Framatome will respond to any additional NRC staffs requests on the docket within 30 days after the August 17, 2022, audit. Also included in the overall schedule are the Advisory Committee on Reactor Safeguards (ACRS)
Subcommittee (SC) and Full Committee (FC) meetings planned for December 12, 2022, and February 2, 2023, respectively.
ANP-10340P, Revision 0, Supplement 1P, Revision 0, Incorporation of Chromia-Doped Fuel Properties in Framatome Pressurized Water Reactor Methods Topical Report The NRC staff plans to revise the schedule for its review of Framatome TR ANP-10340P, Revision 0, Supplement 1, Revision 0, Incorporation of Chromia-Doped Fuel Properties in Framatome PWR Methods (ADAMS Package Accession No. ML21187A202), submitted on June 28, 2021. By e-mail letter dated July 29, 2021 (ADAMS Accession No. ML21210A270), the NRC staff established an initial TR review schedule with NRC milestone dates for the RAIs by December 17, 2021, and draft SE by June 21, 2022.
The NRC technical staff have completed their review of ANP-10340P. However, the NRC staffs draft SE completion is dependent on the ANP-10339P (ARITA) methodology, which has not yet been approved. Since the ARITA TR review is ongoing, the NRC staff and Framatome agreed that the best path forward at this time, is to delay the issuance of the draft SE for ANP-10340P until after the approval of the ARITA TR draft SE. The ARITA TR draft SE issuance is currently planned for October 14, 2022.
For the Chromia-doped TR revised schedule, the NRC staff plans to issue the draft SE by October 21, 2022, and final SE by February 28, 2023, as annotated in the enclosed revised schedule. This revised schedule allows for the approval of the ARITA TR which is being relied upon in the Chromia-doped TR. Also included in the overall schedule are the ACRS SC and FC meetings planned for December 13, 2022, and February 2, 2023, respectively.
ANP-10339P, Revision 0, ARITA Topical Report Both the IE and Chromia-doped TR reviews are relying on the completion and approval of the ARITA TR review. In the ARITA TR schedule change letter dated April 26, 2022 (ADAMS Accession No. ML22097A264), the NRC staff based its schedule on the understanding that Framatome would provide final transmittal of RAIs and TR updates by May 31, 2022. Please note that final submittal documents received after May 31, 2022, may impact the overall schedule including the October 14, 2022, planned date for issuance of the draft SE.
