Acceptance for Framatome Topical Report, ANP-10353P, Rev. 0, "Increased Enrichment for PWRs" EPID L-2021-TOP-0004; Docket No. 99902041

Dear Mr. Peters:

By letter dated January 29, 2021 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML21035A073), Framatome, Inc. (Framatome) submitted for review and approval, Topical Report (TR) ANP-10353P, "Increased Enrichment for PWRs". In the letter, Framatome stated that the TR ANP-10353P provides a justification for increasing the enrichment for Pressurized Water Reactors (PWRs) to above 5 Weight-percent of Uranium (U)-235. Framatome is also requesting approval of the TR by July 2022. The NRC staff have found that the material presented in the TR ANP-10353P is sufficient to begin our review. The NRC staff plan to issue requests for additional information (RAIs) by September 14, 2021, and draft safety evaluation (SE) by May 6, 2022.

This schedule information takes into consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information. The NRC staff estimates that the review will require approximately 1200 staff-hours including project management. The review schedule milestones and estimated review costs were discussed and agreed upon between Jerald Holm and the NRC staff on March 2, 2021. This email will be placed in ADAMS and made Official Agency Records and declared public.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that topical reports are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff-hours will be billed accordingly.

If you have any questions or require any additional information, please feel free to contact me at (301) 415 6695 or by email.

Sincerely, Ngola Otto Project Manager, Licensing Projects Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation US Nuclear Regulatory Commission e-mail: Ngola.Otto@nrc.gov phone: (301) 415-6695
