LOUISIANA ENERGY SERVICES, LLC - ACCEPTANCE REVIEW FOR TRIENNIAL UPDATES TO THE DECOMMISSIONING FINANCIAL ASSURANCE (ENTERPRISE PROJECT IDENTIFIER L-2021-DFA-0006)
Dear Mr. Padgett:
The U.S. Nuclear Regulatory Commission (NRC) staff has received the Louisiana Energy Services, LLC doing business as Urenco, USA (UUSA) letter dated August 3, 2021. It transmits your request to amend the license to allow submittal of triennial updates to the decommissioning financial assurance estimates. The document is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21217A141.
The letter requests an amendment to Special Nuclear Material License (SNM)-2010 license condition 16(d), which requires UUSA to submit annual updates to the decommissioning financial assurance and cost estimates. The amendment seeks authorization for triennial cost estimates. The NRC staff has completed the acceptance review of the submittal and has identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review.
The submittal has been assigned Enterprise Project Identification Number (EPID)
L-2021-DFA-0006. Please reference this EPID number and Docket Number 70-3103 in any future correspondence associated with this request.
Please note that the NRC staffs technical review of the submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing the formal review by December 22, 2021. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 50 staff hours, which corresponds to about $14,400 ($288/hr).
In accordance with Title 10 of the Code of Federal Regulations Section 2.390, Public inspections, exemptions, requests for withholding of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in ADAMS.
