Explanation of Enclosures Note that this submittal will be supplemented at a future date with the AFRRI TRIGA Reactor Control System Functional Requirements Specification along with the AFRRI TRIGA Reactor Startup Plan.

The first two documents in this submittal contain proprietary information; therefore, there are three versions of each file: (1) non-public versions that have not been redacted, (2) non-public versions where the redactions have been marked but not applied and (3) public versions that have been redacted. License Amendment Request for the Upgrade of the Instrumentation and Control System for the Armed Forces Radiobiology Research Institute TRIGA Reactor contains three documents:

(1) Enclosure 1a contain proprietary information held in confidence by General Atomics (GA). GA requests that these portions therefore be withheld from public disclosure in accordance with 10 CFR 2.390.

(2) Enclosure 1b is the same document as Enclosure 1a but the proprietary portions have been marked for redaction. Since the redactions have not yet been applied and the document still contains proprietary information held in confidence by General Atomics (GA). GA requests that these portions therefore be withheld from public disclosure in accordance with 10 CFR 2.390.

(3) Enclosure 1c is the same document as Enclosure 1a that has been redacted of all proprietary information and is marked as such. This version can be made available to the public. Safety Analysis Report Chapter 7 Instrumentation and Controls, Revised is the revised portions of Chapter 7 of the Safety Analysis Report. Note that the last section, section 7.8 pertaining to Radiation Monitoring Systems remains unchanged and has not been included in this submittal. Enclosure 2 contains three documents:

(1) Enclosure 2a contain proprietary information held in confidence by General Atomics (GA). GA requests that these portions therefore be withheld from public disclosure in accordance with 10 CFR 2.390.

(2) Enclosure 2b is the same document as Enclosure 2a but the proprietary portions have been marked for redaction. Since the redactions have not yet been applied and the document still contains proprietary information held in confidence by General Atomics (GA). GA requests that these portions therefore be withheld from public disclosure in accordance with 10 CFR 2.390.

(3) Enclosure 2c is the same document as Enclosure 2a that has been redacted of all proprietary information and is marked as such. This version can be made available to the public.

Proposed Technical Specifications Changes is the redline edits for the proposed changes to the Technical Specifications and does not contain any proprietary information and can be made available to the public. Proposed Technical Specifications Draft Version is the draft version for the proposed Technical Specifications and does not contain any proprietary information and can be made available to the public. Affidavit for Proprietary Information contains an appropriate affidavit supporting proprietary treatment of General Atomics confidential proprietary information pursuant to 10CFR2.390, signed by an upper-level management representative from General Atomics.
