Implementation Update Gentlemen:

My letter of October 31, 1988 submitted (pursuant to 10CFR50.4 and 50.55a(g))

Unit 1 Revision 11 and Unit 2 Revision 7 of the McGuire Nuclear Station Pump and Valve Inservice Testing (IST) Program. That comprehensive revision reflected the results of a meeting between Duke Power Company and NRC (with technical assistance from their contracted reviewer, EG&G Idaho, Inc.) held August 16 and 17, 1988. The meeting had been held to finalize the IST Program as part of the process of reviewing / approving McGuire's IST Program for the initial 120 month

'(10 year) inspection interval.

The NRC was anxious to get the changes which resulted from the August 1988 meeting submitted in order that EG&G Idaho could finish their Technical Evaluation Report and the NRC could then in turn issue a Safety Evaluation Report (SER) approving the McGuire IST Program according to a schedule previously discussed in my May 6, 1988 letter. Duke agreed to submit the changes as soon as possible, but it was understood that the procedures for testing the numerous additional valves added would not be in place when the revisions were submitted because the McGuire Unit i refueling outage was coming up and there were insufficient resources available to develop the procedures. No date was specified by Duke or NRC as to when the testing would be required to begin (i.e.

the compliance date).

This letter is to advise you that all valves that were added per the subject revisions have been incorporated into test procedures with the exception of check valves INV-264 and 1&2NV-265 which require full flow testing, and 25 other check valves per unit on the Nuclear Service Water (RN), Chemical and Volume Control (NV), Containment Spray (NS), and Safety Injection (NI) Systems that will now require sample disassembly. These remaining valves are cold shutdown tested valves and will be incorporated into procedures and tested before the end of the next respective units outages.

Note that a subsequent revision (Unit 1 Rev. 12/ Unit 2 Rev. 8) was submitted April 19, 1989 correcting various typographical and other errors contained in the October 31, 1988 revisions along with recently identified program changes. These changes have also been incorporated into procedures.

While the NRC has not yet approved the McGuire IST Program, issuance of the SER is imminent (as discussed in the April 19th letter). This procedural implementation aspect has previously been discussed with the NRC Resident Inspector, with this letter being submitted per his request. Should there be any questions in this matter or if Duke can otherwise aid in the IST review approval process, please advise.
