(TpcS 61271/61272) h NRC staff (with technical assistance frca a centracted reviewer, MG Idaho, Inc.) is currently in the process of reviewing the M: Wire melear Staticn 10 GR 50.55a(g) Punp and Valve Inservice Testing (IST) Program for the initial 120 month (10 year) inspection interval.
The proposed plan /scheckle for this review / approval was discussed in my May 6,1988 Unit 1 Revision 10/thit 2 Revision 6 gwtas subnittal, with program approval targeted for by the end of the year.
In accordance with this plan, please find enclosed (pursuant to 10 CFR 50.4 and 50.55a(g)) for NRC staff use and review 10 ccpies of thit 1 Revision 11 and thit 2 Revisico 7 (both dated October 31, 1988) of the M:Guire Nuclear Station Pmp and Valve Inse,vice Testing Program. This oceprehensive revision reflects, the results of a meetirn between Duke Ibwer Conpany and NPC/MG held Axjust 16 and 17, 1988 to finalize the IST program.
Note that this meeting was the subject of NRC/OIE Inspection Report ms.
50-369/88-25 and 50-370/88-25.
The abwe mentioned meeting was documented by Mr.
D.S.
Hood's (NFC/CNRR) letter of Septater 8, 1988, which transmitted a smmary of the meeting including NRC questions /ccuents and Duke Ibwer Cbepany's respcnses.
Supplemental information was provided by the IRC in a letter dated Octcher 6, 1988. Duke's responses to the questicms/ccaments, alcog with resolutions to t
certain itms which resmined open, have been incorp3 rated into the enciceed realisicns.
In order to assist in the review / approval process, attached is a cross reference of the specific program revisicos rede as a result of the questices/ccreents.
The pertinent questicas/ccreents (identified by the designators used in the September 8,1988 letter) and the location of tMir respective revisions are listed.

Any differences between Units 1 and 2 are noted, and the itms considered open in the Septaber 8,1988 letter are underlired.
It is stated in the program that "mowment tests will be perferred by... or other NRC accepted means" and "valws will be full stroke exercised... or other NRC accepted reans".
Please note that the means currently being investigated for verifying the full stroking of check valves are acoustic G

emissions monitoring and ultrasonic flow verification. Also, it was stated in the Septaber 8,1988 letter (Question /Cirment No. I.F.5 Response) that valves I
1(2) W-472 and 267A would be added to the program.
Ibrther revicM indicates that these valves are not required in the program since Itoaire does not take credit for this boration path.

In accordance with an NIC request at the A1 gust meeting, these revisions l
constitute a amplete program resubnittal and replace the current program in j
its entirety (note also that tb> program is now ccmputer generated, with t
l attendant format changes, etc.).
Both units' programs (with enclosed tabe) l should be inserted into your current M:0 aire IST program binder, rmoving the earlier versions (thit 1 Rev.10/ Unit 2 Rev 6) and tabs.
Duke Power (trpany intends to implement the thit 1 and 2 program as revised on an interim basis t
pending program approval by the hTC.

Note that this revision is being suhnitted later than the Cbtober 17, 1988 date agreed upon at the August 1938 meeting (this matter was previously i
discussed with Mr. D.S. Ibed of your staff).

otherwise aid in the review process in support of the approval target date, please advise.

has not yet received formal 13C approval, no additional fees pursuant to 10CFR i
170 are necessary (the INP/IW program is part of the operating license 1
application end fee for its revis/ approval should be covered by the fee for t
the operating license applications for McGuire tbclear Station Units 1 and 2).

Once the INP/IW program has received final hPC approval any subsequmt l
revisions sould then require amendment fees in axordance with the nrovibiens of 10CFR 170.
