NO SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an amendment to Facility Operating License No. DPR-66 issued to-d Duquesne Light Company, et. al. (the licensee), for operation of the Beaver Valley Power Station, Unit 1, located in Beaver County, Pennsylvania, i

ENVIRONMENTAL ASSFSSMENT Identification of Proposed Action:-

The proposed amendment would revise Table 3.5-5 of the Technical Specifications to include the time required for suction switchover from the volume control tank to the refueling water storage tank. These changes would pennit an increase of response time for the safety injection system.

In addition, there are a few editorial changes.

The proposed amendment is in accordance with Duquesne Light Company's application dated November 12, 1987.

The Need for the Proposed Action:

The proposed changes to the Technical Specifications are needed to cor' rect the inadvertent omission of the switchover time in the total response time.

The editorial changes are needed to clarify current requirements.

l Environmental Impacts of the Proposed Action:

The Commission has completed its evaluation of the proposed revisions to l

Technical Specifications. The proposed revisions would only permit a slightly Jongerresponsetimeforthesafetyinjectionsystem,andwillhaveroother j

effect on plant design or operation. Therefore, the proposed changes do not increase the probability or consequences of accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational l

radiation exposure. Accordingly, the Comission concludes that these proposed l

actions would result in no significant radiological environmental impact.

With regard to potential non-radiological impacts, the proposed changes to the Technical Specifications involve the containment system which is located within the restricted area as defined in 10 CFR Part 20. They do not affect non-radiological plant effluents and have no other environmental-impacts. Therefore, the Commission concludes that there are no significant non-radiological environmental impacts associated with the proposed amendment.

The Notice of Consideration of Issuance of Amendment and Opportunity for Prior Hearing in connection with this action was published in the FEDERAL REGISTER on January 7,1988(53FR459).

No request for hearing or petition for leave to intervene was filed following this notice.

Alternative to the Proposed Action:

Since the Commission concluded that there are no significant environmental i

i effects that would result from the proposed actions, any alternatives with equal or greater environmental impacts need not be evaluated.

The principal alternative would be to deny the requested amendment.- This would not reduce environmental impacts of plant operation and would only continue to require that unnecessary tests be performed.

Alternative Use of Resources:

These actions do not involve the use of any resources not previously considered in the Final Environmental Statement (FES) for the Beaver Valley l

Power Station, Unit 1, dated July 1973.

3 Agencies and Persons Consulted:

The NRC staff reviewed the licensee's request and did not consult other

agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The staff has determined not to prepare an environmental. impact statement for the proposed amendment.

1 Based upon the foregoing environmental assessment, we conclude that the proposed actions will not have a significant effect on the quality of the human environment.
