Nuclear Fegulatory Conmission (the Conrission) is considering issuance of an exemption to Facility Operating Lic3nse No, OPR-66, issued to Duquesne Light Company (the licensee), f or operation of the Beaver Valley Power Station, l' nit flo,1, (BVPS-1) located in Beaver County, Pennsylvania.

Icentificatjen,of,ProposedAction:
The exemption, proposed by letter dated January 11, 1990, and supplemented by letters dated March 23, 1990 and April 79, 1991, would provide partial relief from the requirements of 10 CFR Part 50, Appendix A, General Design Criterion 57 (GDC 57) with respect to the valve configuration in the recirculation spray system heat exchanger (RSSHx) river water radiation monitor sample lines.
The Need for the Proposed 3,tjon,: The BVPS-1 RSSHx heat exchanger river water radiation monitor sample lines do not have containment isolation valves that are either automatic, remote-manual, or locked closed. Therefore, this configuration does not meet the requirements of GDC 57 relating to containment 9106070160 910603 PDR ADOCK 05000334 l

.p isolation. provisions for lines that penetrate containment but that are part of a closed system inside containtient.
Additionally, the Updatec Final Safety Analysis report does not describe this deviation from GDC 57. The proposed exenption would provide partial relief from the requirenients of GDC 57 for this system by perraitting the use of narually-operated isolation valves'in the subject sample lines. The sample lines are nornally open and reust remain open following an accident to detect rapidly any radiation releases through an RSSHx tube leak. Although a radioactivity release eventually could be detected by neans other than the normally open radiation n'onitors in the sample lir.es, it would take much longer to identify and isolate the leaking RSSHx.
Therefore, locked-closed valves or automatic valves in the sarrple lines are not desirable from the standpoint of minimizing releases of radioactivity.

The Commission has evaluated the environmental impacts of the proposed exemption and has determined that the probability of accidents has not been increased by the proposed alternative testing, and that post-accident radiological releases would not be greater than previously determined.
Further, the Commission has determined that the proposed exemption does not affect routine radiological plant effluents or occupational radiological exocsure.
Accordingly, the Commission concludes that there are no significant redinlogical environmental impacts associated with this proposed exemptico.
With regard to potential ncn-radiological impacts, the proposed exemption involves features located entirely within the restricted area as defined in 10 CFR Part 20.

. other environmental impact. Therefore, the Commission concludes that-there are no significant non-radiological environmental impacts associated with the proposed exemption.

Since the Commission has concluded that the environmental effects o'f the proposed action are not significant, ady~
alternative with equal or greater environmental impact need not be evaluated.
The principal alternative would be to deny the requested exemption. This would not reduce the environmental inpact attributable to this facility, and
- would result in a larger expenditure of licensee resources to comply with the Coneission's regulations.
Alternative,,Use,,of,Resour,ces; -Th k action does not involve the use of resources not previously considered in the Final Environmental Statement related to_ operation of the Beaver Valley Pcwer Station, Unit 1, dated July 1973.
