ASSESSMENT AND FTP'nINC OF NO SIGNIFICANT IMDACT The U. 5. Nuclear Regulatory Commission (the Commission) is considering issuanca of an exemption from cartain requirements of Aopendix R to 10 CFD E0 to Duquesne Light Conoany, Ohio Edison Company and Pennsvivania Power Compan" (the licenseesi, for the Beaver Valley Dower Station, Unit No.1, located in Shippingport, Pennsylvania.

ENVIPONMENTAL ASSESSMENT Identification o# Proonsed Action: The exenotion would allow deviations from the requirements of Section III.G of Appendix R (Fire Protection) to 10 CFD 50 for:

(11 charaing pump cubicles, to the extent that 20 feet of separation between the pumps are not available and autoretic fire suppression systems are not installed, (2) control room, to the extent that redundant trains of sa#e shutdown cables are not separated by more than 20 feet and automatic fire suppression systens are not available, and (3) main steam valve room, to the extent that redundant trains of equipment are not separated by 3-hour tire-rated barriers.

The requested exemption is responsive to Duquesne Licht Company's application dated January 14, 1985, and supplemented by letters dated October 16, 1985, and October '8, 1986 Nk Oh 4

7-I The Need for the proonsed Action: The proposed Exemption is needed because special circunstances are present in that literal application of the reculation is not recessary to achieve the underlying purposes o# the regulation; features comparable with the requirements of the regulation are available.

T' the Exemption is not granted, additional costs would be incurred by tha licensee with no increase in the degree of safety.

Environmental Impacts of the Proposed Action: The proposed Exemptier will provide assurance o# fire protection that is equivalent to that required by Appendix R such that there is no increase in the risk of fires at the facility. The probability of accidents has not been increased and the post-accident radiological releases will not be areater than previously determined, nor does the proposed Exemotion otherwise affect radiological plant effluents. Therefore, the Commission concludes that there are no sionificant radiological environmental impacts associated with this proposed Exemption.

With regard to potential non-radiological impacts, the proposed Exemotion involves features located entirely within the restricted area as defined in 10 CFR part 20.

It does not affect non-radiological plant ef#luents and has no other environmental impact. Therefore, the Comnission concludes that there are no significant non-radiological environmental impacts associated with the proposed Exemption.

Alternative Use n' Pesources: This action involves nn use of resources not previously considered in the Final Environmental Statenent (construction pernit and operating license) for the Reaver Valley Dewer Station, Unit No.1.

Agencies and Persons Consulted:

The NDC staff reviewed the licensee's reques+

and did not consult other agencies or parsons.

e FINDIF!G OF NO SIGNIFICANT IMPACT Based upon the foregoing environmental essessment, the Commission concludes that the proposed action will not have a significant effect on the cuality of the human environment. The Commission has, therefore, determined not to Drepare an environment 8l impact statement for the prd' posed exemption.

For further details with respect to this action, see the application for the exemption dated January 14, 1985, as supplemented by letters dated October 16, 1985, and October 28, 1986, which are available for public inspection at the Commission's Public Document Room, 1717 H Street, N.W., Washington, D.C., and at the B.
