QUESTION (Elld)
What are the NRC's' procedures for reviewing the licensee's resoluticn of allegations referred to a utility? What standards are applied? Who conducts such reviews?
i ANSWEP 1
In reviewing the licensee's resolution, the primary objective of the review is to ensure that the licensee has adequately addressed the concerns which may impact safety issues raised.by the allegation, and has taken appropriate measures to correc; the condition. The procedures used and standards applied in the review depena upon the specifics of the allegation and the system or procedures involvec, but generally would be similar to those used in the review of any technical or management issue; i.e., NRC requirements, generally accepted industry codes, standards, procedures, and practices combined with good engineering and/or management judgment. Such reviews rely upon the broad engineering expertise and management skills of the NRC staff.
The responsibility for conducting the review rests with the NRC Office or Region which has resolution responsibility for the allegation in accordance with the NRC Manual Chapter 0517.
