How does the NRC deternire which allegations tc refer to the licensee and which to investigate itself? Please provide any written policy or standards.

In the past, what types of allegations have been referred to the utilities? Have any of these involved allegations of misconduct by a senicr utility manager?

AhSWER The l'PC frecuently refers allegations to licensees Ur. der our allegation management system. The policy and procedures for the proper receipt, precessing, centrol, and disposition of allegations received for resolution by NPC is defined in Sectier 0510 of NRC Manual Chapter NRC-0517, " Management of Allegations." A copy of fiRC-0517 is provided in Enclosure (5)(b)-1. The n.ariucl chapter describes circumstances in which it is appropriate to refer allegations tc licensees for resolutien as well as exceptions to that practice.

Usually, allegatier:s of misconduct that involve violations of regulatory requirements by senior utility managers are not turned over to utility managers.

In the case of the Pavis-Besse incident, the original allegatior indicated that the plant manager had been drinking prior to his arrival at the site and was cisruptive in the control room.
