On January 8, 1987, the NRC Ser.icr Pesident Inspector (SRI) at Davis-Desse wrote a memo (Document No. 1-3 of Enclosure (1)(d)-2) to Region III (RIII) identifying'this in-formation as ar, c11cgatien (Rill-87-A-0001) and suggesting that further inspection was warranted.
