ANSWER As noted ir the answer to Question (1)(a), the NRC received information on January 7,1987, that the plant manager may have been in the control room on l

December 31, 1906, shortly after drinking alcohol and ma.y have been a disrup-tion tc the control room activities. The NRC treated this information as an allegation and referred the matter to the licensee for investigation in a letter # rom the Pegional Administrator, James G. Keppler, to the President of Toledo Edison Company on January 29, 1987 (Document No. 1-6 of Enclosure (1)(d)-2).

This matter was referred to the licensee because it was judged initially not ,

I to involve a regulatory violation, but may have involved actions contrary to the licensee's fitness-for-duty policies, and because, at that time, an 01 l investigation of the matter was not planned. This matter was handled in '

1 accordance with NRC and Region III policies and procedu6s. Furthermore,-NRC Manual Chapter 0517 (Draft - 9/19/84 (Enclosure (1)(b)-1)), Appendix 1, I

Part VI.1.i. and NRC Region III Procedure 0517A, (Enclosure'(1)(b)-4)

Appendix A, Part II, encourage the utilization of licensee resources to address allegations'sub,iect to the review and evaluation of the NRC if certain' conditions are met.
