Subject:
McGuire Nuc, lear Station Gaseous Radioactive Effluents Released During the McGuire Unit 1 Primary'to Secondary Tube Leak on March 7, 1989 On' March 7, 1989, at approximately 2340, a significant primary to secondary leak (tube rupture) developed in Steam Generator (S/G)
"B" of Unit 1.
The tube leak was estimated to bo approximately 150 gpm. During isolation of the affected Steam Generator and Unit Shutdown, releases of radioactivity occurred via the Power Operated Relief Valves (PORV's) of A, C, and D S/G's and via the condenser evacuation system.
Steam'was released via the PORV's for a total of 3.3 minutes resulting in 1.58E-1 Ci of. Noble Gases and 8.53E-4 Ci of radiolodines being released. The dose at the site boundary was calculated to be 4E-4 mrem to the adult whole body and 1.4E-2 mrem to the child thyroid due to the steam release. This release was documented using Gaseous Waste Release (GWR) document number 72 and was added to the McGuire effluent data base.
Radioactivity released via the condenser evacuation system was monitored ultimately by the Unit Vent Gas monitor IEMF36 and samples obtained by Radiation Protection personnel. During the period of 03/07/89 2340 through 03/09/89 0800 a total of 72.01 Ci of noble gases were released from the Unit i vent resulting in a dose at the site boundary to the adult whole body of 4.4E-2 mrem. Gaseous Waste Release (GWR) document number 68 was used to document this activity plus all other activity released through the Unit I vent for the month of March 1989.

McGuire Nuclear Station I-131 Activ'ity Detected in the WT (Waste Treatment) Pond r
p Weekly' routine' sampling on 04/10/89 at 0915 revealed the presence of I-131 in i
the WT Pond; a second sample at 1530 also showed I-131 to be present. No other-nuclides were identified. Dailyfsampling was initiated for tracking and an investigation to determine the source.
The investigation revealed that a McGuire Performance Technician (Mr. Andrew g
s Newman) had ingested a medical dose of I-131 (8.3 mci) on 03/30/89. He returned to work on 04/03/89 and was given a body burden analysis to establish a baseline and scheduled forffollow-up' analysis.
Mr. Newman continued to use the restroom facilities near his work location as usual; this and all other restrooms discharge to the..WT Pond'for treatment.
A urine sample was collected from Kr.
. Nesman cn104'/11/89 to' determine if he.could possibly be the source of activi'ty in the WT Pond.
The I-131 concentration in this sample was 2.85E-2 pC1/ml.
Since - no 'other nuclides were detected other than I-131, Mr. Newman is. the most probable' source of the WT Pond activity.
. lodine 131' activity was detectable frnm 04/10/89 through 05/05/89 in the mid to high E-8 pC1/ml concentrations, MDA for I-131 in the sample geometry used tca calculated to be = 3.5E-8 pCi/ml. Sinco the source of 1-131 activity was due to-a medical exposure and not a product of McGuire, che activity will not be accounted.for in the McGuire effluent totals.

.i Technical Specification (3/4.12.2 " Land Use. Census") requires the land use census'to be. completed annually.. Tech.-Spec. 3.12.2 states that within a 5 mile radius and in each of the 16 meteorological sectors the nearest milk animal, the nearest.residenec and the nearest garden be identified.

Dose calculations,were performed on locations identified by land use census.
Many of these' calculations indicated a 20% or greater difference between Land Use-Census Location and REMP' Locations for milk animals and gardens.
The owner's of the tailk animals and gardens identified in the 1989 Land Use
. Census were interviewed by the Applied Science Center personnel to see if the-milk is used for. human consumption, and if the owners are willing.to participate in the Radiological Environmental Sampling Program (REMP). Attachments 1 & 2 give explanations why these locations will not be added to REMP. All current REMP Sampling Locations-will continue to be sampled.

1989.HNS Annual Land Use Census, Irrigated Gardens File No. MC-778.00 The HNS garden census located a total of five irrigated gardens. One of these, Davenports (2.5 miles ENE), is currently being sampled from. The other four locations were visited and the owners were questioned to determine if they would be interested in providing Duke Power Company crops for McGuire's Radiological Environmental Monitoring Program. Below are the results of this survey.
2.5 miles NNE - James Harrelson has a small garden which he feels only provides enough for his family.
He was not interested in participating.
4 miles NE - John Beard was not interested in participating in the program.
2 miles NW - Mr. Nixon at Nixon Farms was not interested in participating. He grows strawberries for sale and has a very short growing season.
3.5 miles NW - Mr. Lanier was not interested in participating in the program.

Gnat - 1.8 miles ESE - The milk :.xduced at' Eddie Thornburg's residence is not used.for human consumption.
Goat - 1.8. miles SSE - The milk produced at Rae Howell's residence is not used for human consumption.
Cow - 1.5 miles SE - Jim Carmichael is unwilling to participate in the McGuire
.REMP.
Cow - 3.3 miles 5. The cows in this sector belong to David Kidd and are net milked for human consumption.
However, he does have cows on his ft.m in the SSE sector which we obtain milk from for the McGuire EEMP.
