SUMMARY

BOSTON EDIS0N COMPANY Pilgrim Nuclear Power Station Radioactive Effluent and Haste Disposal Report I including Meterological Data January 1 to June 30, 1989 INTRODUCTION This report quantifies the radioactive gaseous, liquid, and radwaste releases, and summarizes the local meteorological data for the period from January 1 to June 30, 1989. This document has been prepared in accordance with the requirements set forth in the Pilgrim Nuclear Power Station (PNPS) Technical Specifications and Revision 1 of Regulatory Guide 1.21, " Measuring, I Evaluating, and Reporting Radioactivity in Solid Hastes and Releases of Radioactive Materials in Liquid and Gaseous Effluents from Light Hater Cooled Nuclear Power Plants."

Amendment No. 116 to PNPS Technical Specifications, issued May 13, 1988, modified the reporting requirements for the semiannual Radioactive Effluent Release and Haste Disposal Report including Meteorological Data. The chTnge allows for the submission of a supplement to the August 29 semiannual ryort (reporting period for January through June) which would contain the dose assessments for the previous year. Accordingly, the attached report does not contain the radiological impact on humans, the atmospheric dispersion factors, nor the associated percent Technical Specification limits in Tables 1A and 2A (as these limits are based on dose).

The quantity of radioactive material released from Pilgrim Station was determined from sample analyses of gaseous releases from the main stack and the reactor building vent, and liquid releases into the discharge canal. The quantity and volume of radioactive waste which was shipped off-site from pilgrim Station for burial was determined from data contained on the radwaste shipping documentation. The meteorological data were obtained from instrumentation measurements from the 2201oot meteorological tower locat?d at I Pilgrim Station.

GASEOUS EFFLUENTS The gaseous radioactive releases from January 1 to June 30, 1989 are quantified in Tables 1A, 1B and IC. Pilgrim Station was in power ascension testing for most of the reporting period. Radioactive noble gases released I during the period totalled 4.12E+2 curies. Releases of radioactive particulate and iodines from the main stack and the reactor building vent  !

totalled 2.94E-2 curies, and tritium releases totalled 1.01E+0 curies.

LIQUID EFFLUENTS I

I The liquid radioactive releases from January 1 to June 30, 1989 are quantified in Tables 2A and 2B. Liquid effluents into the discharge canal resulted in a total release to the environment (Cape Cod Bay) of 7.94E-3 curies of fission j and activation products and 4.16E-1 curies of tritium. Dissolved and i I entrained gases were not detectable. No gross alpha radioactivity was detected.

I SOL.'.D MASTE The solid radioactive waste that has been shipped off-site for burial during the reporting period is described and quantified in Table 3. Approximately 40 cubic meters of solid waste was shipped off-site for burial with a total I activity of approximately 4.71E+1 curies (major nuclides: Co-60, Fe-55 and Cs-137). Pilgrim Station did not ship irradiated components off-site during the reporting period.

METEOROLOGICAL DATA The meteorological data joint frequency distributions are listed in Tables I 4A-1 and 4A-2. The percent data recovery for the period of January - June 1989 was 94.9% on the 33 foot elevation and 99.1% on the 220 foot elevation of the 220 foot meteorological tower at Pilgrim Station.

The predominant wind direction was from the west-southwest, which occurred with a frequency of approximately 11% during this period. The predominant wind speed range at the 220 foot sensor was 13 to 18 mph, which occurred 33%

of the time during this period. The predominant wind speed range at the 33 foot sensor was 4 to 7 mph, which occurred approximately 45% of the time. The predominant stability class was stability class E, which occurred about 42% of the time during this period.

CONCLUSION The PNPS Technical Specifications contain limiting conditions for operations and operational objectives regarding radiological environmental releases.

None of the limiting conditions for operation or operational objectives I associated with liquid or gaseous effluents were exceeded during this reporting period, as confirmed by conservative dose assessments performed on a monthly basis during this period. (Official dose assessments will be published in a supplement to this report due 90 days following January 1, I 1990.) Conforpance to these PNPS Technical Specification operational objectives ensures that the releases of radioactive materials in gaseous and liquid effluents were kept as low as is reasonably achievable in accordance I

I with the Nuclear Regulatory Commission's regulation 10CFR50, Appendix I.

Furthermore, compliance with PNPS Technical Specifications demonstrates compliance with the Environmental Protection Agency's (EPA) federal environmental regulation 40CFR190.10, Subpart B.

I 1. INTRODUCTION I This report is issued for the period January 1 to June 30, 1989 in accordance with the Boston Edison Company's PNPS Technical Specifications and NRC Regulatory Guide 1.21. "Heasuring, Evaluating and Reporting I Radioactivity in Solid Hastes and Releases of Radioactive Materials in Liquid and Gaseous Effluents from Light Water Cooled Nuclear Power Plants," Revision 1 (Reference 1).

2. RADIOACTIVE EFFLUENT DATA Radioactive liquid and gaseous releases (Reference 2) for the period January 1 to June 30, 1989 are given in the standard NRC Regulatory Guide 1.21 format in Tables lA, 1B, IC, 2A, 2B, and the supplemental information I form.

There were no unplanned or non-routine releases of radioactive effluents during this reporting period.

2.1 Gaseous Effluents j Gaseous radioactivity is released from Pilgrim Station to the i atmosphere from the main stack and the reactor building exhaust vent. These first and second quarter gaseous effluent releases for

,I 1989 are summarized in Table 1A. Noble gases released during the period totalled 4.12E+2 curies, for an average release rate of 2.62E+1 uCi/sec. A total of 2.94E-2 curies of radioactive iodines J-I and particulate with half-lives greater than 8 days was released at an average release rate of 1.87E-3 uCi/sec. No alpha radioactivity was detected on particulate filters during this reporting period. A l total of 1.01E+0 curies of tritium was released at an average release rate of 6.45E-2 UCi/sec. The plant was in power ascension testing during the reporting period.

I The main stack is an elevated release point with a height of approximately 400 feet above mean sea level. The main stack is located about 700 feet west-northwest of the reactor building. The first and second quarter elevated releases for 1989 are shown in lI Table 18.

F The reactor building exhaust vent is considered a ground level release point with a height'of approximately 182 feet above mean sea I level. The exhaust vent is located on the west corner of the reactor building. The ground level releases for the first and second quarters of 1989 are shown in Table IC.

2.2 - Liauid Effluents Liquid radioactivity is released from Pilgrim Station to the Cape Cod l Bay via the circulating water discharge canal. These effluent releases enter the Cape Cod Bay at the outfall of the canal which is located about 1100 feet north from the reactor building.

The liquid releases for the first and second quarters of 1989 are summarized in Table 2A. A total of approximately 1.2 million liters of radioactive liquid waste (prior to dilution) containing 7.94E-3 I curies of fission and activation products (excluding tritium, gase:.

and alpha-emitting nuclides) was discharged with a' total dilution volume of approximately 2.7 billion liters of water. The liquid I effluents were released at a quarterly average concentration of 3.4AE-9 UC1/ml during the first and second quarters. A total of 4.16E-1 curies of tritium was released. Alpha radioactivity was not detected during this reporting period. Quarterly release estimates I- and principal radionuclides in the liquid effluents are given in Table 28.

Radioactive wastes (Reference 3) which were shipped off-site for burial I. during the period January 1 to June 30, 1989 are given in Table 3, in the stankrd NRC Regulatory Guide 1.21 format.

i The semiannual total quantity of radioactivity in curies and the total volume in cubic meters for the following categories or waste types are listed in Table 3: i

a. Spent resins, filter sludges, evaporator bottoms;
b. Dry compressible waste, contaminated equipment, etc.;
c. Irradiated components, control rods, etc.; and,
d. Other.

During January'1 to June 30, 1989 approximately 4.71E+1 curies of spent I resins, filter sludges, etc. with a total volume of about 40 cubic meters were shipped from Pilgrim Station to an approved burial site. No dry compressible waste or contaminated equipment was shipped off-site for I burial during this period. Irradiated components and other miscellaneous low-level waste were not disposed of off-site during this reporting period. Irradiated fuel shipments were not made during this period.

Seven shipments were made to Barnwell, South Carolina during January 1 to July 30, 1989. Estimates of the major radionuclides shipped off-site in the spent resins, filter sludges, etc. are listed in Table 3.

I 4. METEOROLOGICAL DATA Meteorological data (Reference 4) for the period January 1 to June 30, 1989 is given in Tables 4A-1 and 4A-2 in the standard joint frequency ,

distribution format as given in NRC Regulatory Guide 1.21. l It was identified that aspirator fans in the temperature sensor housings on the 220 foot tower were not operating during the period January through June 1989. Although the situation is still being evaluated, the I inoperability of the aspirator fans did not appear to adversely affect the joint frequency distributions for the period (Reference 4). Comparisons of data to that collected from periods when the fans were operable yielded similar joint frequency distributions.

The predominant wind direction was from the west-southwest, which occurred with a frequency of about 11% during this period. The predominant wind I speed range at the 220 foot sensor was 13 to 18 mph, which occurred with a frequency of 33% during this period. The predominant wind speed range at the 33 foot sensor was 4 to 7 mph, which occurred approximately 45% of the I time, The predominant stability class was stability class E, which occurred about 42% of the time-during this period.

There were a few instances where the data recorded by the 220 foot tower were not continuous. Typically, data losses were due to loss of power, malfunction of the sensors, and/or malfunction of the chart recorders.

The net result is that the data recovery for the period of January - June I 1989 was 94.9% on the 33 foot elevation and 99.1% on the 220 foot elevation of the 220 foot meteorological tower at Pilgrim Station.

A number of corrective actions were taken in the past year to improve data recovery. These improvements included:

Outfitted the 220 foot meteorological tower with new sensor I 1) cables and the Tower Systems instrument elevator;

2) Replaced 220 foot meteorological tower guy wires, ground I connections, and meteorological instrument shack;
3) Revised all meteorological procedures including inspection, maintenance, and calibration procedures; and,
4) Installed new electrical power sources to the 220 foot meteorological tower instruments with emergency backup power I capability.

An additioral improvement that was completed during the period of this lI report incalved linking the 220 foot meteorological tower instrumentation outputs to digital data loggus and the computerized network for the Boston Edison Company's air monitoring data system.
