Dear Mr. Gambhir:

A management meeting, open to public observation, was held on July 10,1998, at the Omaha Public Power District's Fort Calhoun Station. The meeting was conducted to discuss Omaha Public Power District's approach to the conduct of the planned switchyard upgrade project. The meeting attendees are listed in Enclosure 1. The documents used in Omaha Public Power  !

District's presentation are provided in Enclosure 2. i During the meeting, Mr. Gary Gates, you and Omaha Public Power District presented the factors which contributed to the decision to initiate the switchyard modification project, including the impact of deregulation on Fort Calhoun Station. The overall scope of the transmission and distribution grid upgrade, the existing switchyard controb, and the planned integration of Fort Calhoun Station personnel oversight of the switchyard project were discussed. Ir. addition, Omaha Public Power District's presented the probabilistic risk assessment insights, which had been gained, as well as, a summary of the efforts planned to manage the plant and switchyard project integrated risk.

Omaha Public Power District identified that the impact of deregulation on Fort Calhoun Station, general load growth and a need to upgrade the transmission and distribution grid system necessitated the upgrades. The transmission system upgrsJes will provide two additional 345/161 kilovolt autotransformers for generation output and station service power. This should improve transmission system reliability and stability as well as increase voltage support.

Omaha Public Power District identified that the s'nitchyard controls would be consistent with the existing procedural controls, which required station approval before work in the switchyard can be performed. Access to the switchyard would be restricted and isolation fences would be established for areas where personnel do not need access for the switchyard upgrade. Design engineering has dedicated an individual to coordinate the work and ensure the plant personnel would be appropriately informed of the work being planned and ongoing, which could effect Fort l Calhoun Station's operation. The associated switchyard modification design package has been reviewed by the System Modification and Review Team and the Plant Review Committee.

l A verification matrix hac been developed to compare the Fort Calhoun licensing and design basis requirements with the construction work segments to ensure their compliance. The use l

of this matrix would include probabilistic risk assessment and would be used to identify problems and methods to accomplish the work within the plant requirements. Probabilistic risk l assessment insights have been developed which identified risk important components and operator actions. A loss-of-offsite power initiator model was being developed to better reflect changes in the switchyard configuration.
