SUBJECT:

MEETING TO DISCUSS DEFICIENCIES IDENTIFIED IN NRC INSPECTION  :

REPORT 50-285/88-20 On July 28, 1988, representatives from OPPD met with NRC Region IV-personnel ,

in Arlington, Texas, to discuss 15 deficiencies identified during the June 1988 emergency exercise at Ft Calhoun Station. The meeting was held at the request of the NRC. The attendance list for this meeting is attached as Appendix A to this summary. '

The licensee representatives acknowledged all deficiencies, most of which were  ;

I also 11sted by their critique of the exercise. In addition, the licensee '

1 described what was believed by them at that time to be the root causes for  ;

each deficiency. The licensee specified immediate corrective actions and  !

recognized that long term corrective actions will require a review of the j

) entire emergency preparedness program. The effectiveness of some corrective i actions will be verified by drills, and other methods. The licensee emphasized the need to identify root causes and their ew.:nitment to correct .

The licensee representatives and the NRC agreed that presently, the licensee  !

is capable of responding to emergencies in a manner that would ensure the health and safety of the public. Furthermore, both agreed that improvements in the licensee's emergency program were needed. Formal corrective actions, I and the implementation schedule will be submitted within 30 days of the issuance date of the report, that is, by August 21, 1988.

An individual picked up the telephone receiver to listen to information being passed. This caused the circuit to be broken. , ,

OPPD telephone system software was changed on June 24, 1988 which automa-tically switches calls to different trunks when they become unavailable.  !

Individual picking up the telephone in the Control Room is aware that I

RESULTS-The telephone system is configured to accommodate reliable communications between Emergency Response facilities.

An evacuation drill was conducted on July 6,1988 using these new n announcements. ,
