Dear Sir:

'le, ClinWth S. Apfelberg and Sandra A. Silver, as representatives of the San Luis Obiapo Mothers for Peace, and as individuals, pntition for leave to intervene in the matter of Pacific Gas and Electric Company's -(Diablo Cany'on Nuclear Power Plant, Units 1 and 2) application for facility operating-licenses.

Ve are residents, property. owners.' end taxpayers of San Luis Obispo, dwelling within a' 12 nile radius of Diablo Canyon, which gives us the richt to be cancerned with the c"slity of the environment in the area in which we live and work. We believe that the granting of operating licenses for Units 1 and 2 of the Disbl., Cviyon Nuclear Power Plant would lead to very serious problec,s, some, al thoach not all, of.which follow:

1. Effects of long rance reicases of low level radioactive materials under numal functioning of the nlant.

A. What was once considend a " safe level" of radioactive exposure is no longer considered safe. What will happen in the future to the levels now conaidered cafe? What will happen when the new Environmental Protection A5ency's lower radiations standards are set?

B. Radioactive materials released into the air and the water are concentrated when they get into the food chain and can lead eventually to peoplo receiving more than the maximum pemissable level of radiation.

C. It has never been proven nor demonstrated that there is any safe level of radioactive exposure.

2. Effects of Accidents at Diablo Units 1 and 2.

A. Minor accidents lead to relense of additional radiation into the environment in tho fom of can, liquid, and solid.-

S. Major accidents can lead to explosion and destruction of containment structure and nassive escape of radioactive materials as well as immediate fatalities of people in the area.

Claims that would arise as a result of deaths and injuries caused by accidents of a wide spectrum of severity, are essentially un-covered by a 8560 nillien limit. This is not only a fiacal i problem of considerable cacnitude but a moral one of infinite extent. Will the power company supply its own liability insuance(withoutgovern.enthelp)whenthePrice-Andersonact expires in 19777

4. Disronal of radionetive wastes from Diablo Canyon Units 1 and 2  !
