PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD SEPTEMBER 10 - 24, 1987 1.0 Plant Status As of 8:00 a.m., on September 24, 1987, Unit 2 and 3 are in cold shutdown per the March 31, 1987, NRC Order with coolant temperatures at approximately 150 degrees Fahrenheit.

2.0 Facility Operations Summary Unit 2 is completing a refueling outage which began March 13, 1987. Final work is being performed to support the reactor pressure vessel hydrostatic test. Unit 3 has been in a cold shutdown condition per the March 31, 1987, NRC Order since April 1, 1987. Preparations are in progress for the Unit 3 recirculation system pipe replacement outage scheduled to begin in October.

3.0 Items of Special Interest 3.1 Public meetings will be held on September 24, 1987, in Harfoe County, Maryland, and York County, Pennsylvania. The purpose of these meetings is to receive public comments on the Philadelphia Electric Company (PECo) restart plan.

3.2 On September 14, 1987, NRC staff members from Region I and the Office of Nuclear Reactor Regulation (NRR) and PECo management briefed the NRC commissioners on the current status of Peach Bottom activities.

l 3.3 On September 14, 1987, the Institute for Nuclear Power Operations (INPO) commenced a two week visit to perform its' periodic operational assessment. The team will complete its evaluation on September 25,  ;

3.4 On October 1, 1987, a Systematic Assessment of Licensee Performance (SALP) management meeting will be held. The purpose of this meeting is to provide an opportunity for PECo management to respond to the  !

SALP report for Peach Bottom, which was issued by the NRC on l September 8, 1987.

4.0 Other Items of Interest 4.1 On September 10, 1987, the licensee informed the senior resident inspector that access to the protected area for three PECo maint- 1

! enance department personnel was suspended. This action was based on l suspected use and/or dealing of controlled substances. The licensee '

is evaluating the individuals involved in accordance with the PECo fitness for duty program.

4.2 A partial containment isolation occurred on Unit 2 on September 16, 1987. The isolation resulted in a reactor building ventilation trip and standby gas treatment system (SGTS) fan start. The isolation y occurred when a fuse was being replaced while cicaring a permit for l modification work. This re-energization of control power, with the I isolation logic tripped, caused the isolation. The licensee reset the isolation, opened the valves which closed, restarted reactor building ventilation fans, and stopped the SGTS fan.

4.3 Primary containment inboard isolations (PCIS) occurred at 8:15 a.m.

l on September 16, 1987. Unit 2 was in cold shutdown at about 150 degrees F. The shutdown cooling system isolated and the RHR pump tripped. Other PCIS valves closed as designed. The licensee reset the isolations and restored shutdown cooling. The apparent cause of the isolations was a momentary loss of power to the panel which provides inboard logic power for the PCIS. This power loss occurred during electrical switching required due to plant modification work.

4.4 The control room received two anonymous telephone t$omb threats on Sunday, Septecnber 20, 1987. The calls were received at 5:20 and 5:30 p.m. No spetific mention of Peach Bottom nor time or location was included in toe bomb threat. The licensee implemented the security procedure for the bomb threat. This included additional searches of personnel entering the protected area and a search of plant buildings by security and operations personnel. Nothing abnormal was noted during the searches.

4.5 The licensee reportea that the Unit 3 scram discharge volume drain valve (CV-33) failed the Local Leak Rate Test (LLRT). The failure causes the total leakage to be greater than the allowable limit.

The apparent cause of the LLRT failure was that the manual handwheel was open such that valve CV-33 was not completely seated. The cause of the leakage is required to be determined and corrected prior to restart.

l The resident inspectors are following the licensee investigations and corrective actions regarding these occurrences.

5.0 NRC Activities During the Period l

Three NRC Resident Inspectors were assigned to monitor plant activities between September 10 and 24, 1987. These individuals consisted of the following:

i Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and q demeanor, reportable events, surveillance testing, outage activities,  ;

maintenance, and outstanding items.

An NRC team comprised of personnel from Region I and headquarters will be~

on site from September 21 to 25, 1987. The team will perform an initial evaluation of the licensed operator training program, which is being im-plemented as a part of the Commitment to' Excellence Action Plan.

The results of these inspections will be provided in a future status report.
