Nuclear Procedure No. 1.
The use of radioactive material or equipment which emits ionizing radiation is controlled by the U.S. Nuclear Regulatory Commission (NRC),
the Illinois Department of Nuclear Safety (Illinois), and the Indiana State Board of Health.(Indiana) through the issuance of licenses (NRC and Illinois).
Such use is subject to audits by the above named _ agencies to j
verify that the material or equipment is being properly used and controlled.
.The following 'are the types of licenses or certificates of registration l
which the Company requires:
1.
Special Nuclear Materials License - Issued by the NRC for the use of material defined in 10CFR40.4(i).
This type of license can be obtained to authorize the receipt and possession of nuclear fuel prior to the issuance of an operating license.
2.
Operating License - Issued for the operation of a facility conducting research involving radioactive materials, producing radioactive materials, or utilizing radioactive materials to produce electricity or process heat.
3.
Byproduct Material License - Issued by the NRC for the use of certain radioactive materials, other than Special Nuclear Material, which f all in the radionuclides class defined in 10 CFR 20.3(a)(3).
4.
Radioactive Material License - Issued by Illinois for the use of those radioactive materials not under the jurisdiction of the NRC, such as Ra-226 or accelerator-produced radionuclides.

In Illinois, all radioactive material, including that licensed by the

In Indiana, all radioactive material must be registered if not licensed.

Nuclear Licensino Nuclear Licensing is responsible for making application to the NRC, Illinois, and Indiana for the original licenses and certificates of registration and subsequent r'evisions as may be necessary.
The Illinois Certificates of Registration for each facility shall be kept current by submitting on a semi-annual basis an inventory of radioactive material in sealed sources greater than one millicurie.
The applications normally are drafted.by Nuclear Services Technical or Production personnel depending on the cor. tent of the application.
Nuclear Licensing shall maintain the master file of correspondence 4
and issue updated controlled copies of licenses and registration I
certificates within the Company, including copies for Office Systems I
- Valuable Papers File.
1.
In Illinois and Indiana, with respect to byproduct materials, application for specific licenses shall be made to the NRC on Form NRC-313 pursuant to Section 30.32 of Code of Federal Regulations Title 10 Part 30.
Application for registration of such sources shall be made to the Illinois Department of Nuclear Saf ety upon receipt of material license f rom NRC.
2.
In Illinois, with respect to Ra-226 and other non-NRC controlled radionuclides, application for specific licenses and registration shall be made to the Illinois Department of Nuclear Safety pursuant to the State's Rules and Regulations.
3.
In Illinois and Indiana, with respect to radiation-producing machines, application for registration shall be made pursuant to the States' Rules and Regulations.
4.
In Indiana, with respect to radioactive material not licensed by the NRC, application for registration shall be made pursuant to the State's Rules and Regulations.

Operatino Licenses' An Operating License consists-of the license and technical
. specifications issued by the'NRC and a Final-Safety Analysis Report or Hazards Sumary Report issued by;the Company. All of the doc'uments will be identified by a. license number assigned by the NRC.
During the Operating. License review phase for the' station copies of.
operating licenses, technical specifications, and safety analysis or hazards surnmary reports will be distributed. under Nuclear License Transmittal (sample attached) by Nuclear Licensing to designated.
individuals.
Upon receipt of the document, the transmittal will'be signed, dated and returned to, Nuclear Licensing. When the individuals are transferred.to other assignments, their copies must 1
be returned to, or reassigned by Nuclear Licensing.

When any change in an operating license or technical specification is approved by the NRC, Nuclear Licensing will, prepare and distribute copies of the additional and/or revised pages, under_ Nuclear. License Transmittal, to all designated holders of the subject dccument.
The I
holders will update their copies of the subject document.and sign, date and return the Transmittal to Nuclear Licensing as outlined-above.
Af ter the Operating License review phase for the station is completed, NRC approved revisions to the Final Safety Analysis Report will be transmitted to all designated holders of the document by the station.

Inspections and Audits As provided in Nuclear Procedure No. 1, the Manager of. Quality j
Assurance is responsible for the periodic auditing of compliance with 1
procedures as well as the extent to which such procedures meet the l
requirements of NRC licenses and the States ~of Illinois and Indiana
]
certificates of registration.
Audit programs, physical audits, audit reports and follow-up action shall.be as prescribed in Nuclear Procedure No. 1, except an audit report shall also be sent to Nuclear Licensing.
Nuclear Licensing shall arrange for periodic physical inventories, as prescribed in the regulations referenced'in the first page of this procedure, of all radioactive materials covered by each license or registration, except for ' Nuclear Fuel" which is addressed by Nuclear ID0946a 3/86

material.and radiation-producing machines in accordance with the license conditions and applicable Federal and State rules and-regulations.
The Assistant Vice President.- Nuclear Services shall designate an individual and an alternate who will be responsible for performing-the following activities as they pertain to non-nuclear generating.
station facilities.
In nuclear stations, the Rad-Chem Supervisor will be responsible for these functions.

The periodic inspection of equipment containing radioactive 4
material including leak testing and operation of safety shields-and key interlock systems, if any, pursuant to;the Regulations and any special requirements set forth in licenses..

2.
Preparation of radiation protection procedures ~such as for the receipt, transf er, and disposal of' the radioactive _ material, decontamination, and radiation protection' training of personnel,.
pursuant to the Regulations.
3.
Inspection of contractors who use radioactive material or.
radiation-producing machines to ensure that the.
I radiation-emitting equipment-is used safely.
4.
Performance of semi-annual inventories of all radioactive materials covered by each license or registration.

or An ' Agreement State" is one of the states.of the Union which has reached agreement with the NRC that the NRC will discontinue its regulatory authority within that state over byproduct or special nuclear material based on certification by the governor of that. state that the state has a program for, and accepts. responsibility for, the control"of radiation hazards' within-that state which is acceptable to the.NRC.
