The' procedure for maintaining a system of safeguards and controls on-nuclear fuel during shipment of nuclear fuel to or f rom a nuclear power station is outlined below..This procedure should be used in conjunction with other applicable station procedures, local, state, and Federal.

y regulations and rules (esp.10.CFR -73) and all applicable -licenses and permits to insure the safe and ef ficient shipment of nuclear-fuel.

I Except as provided herein, obtaining quotations, issuing purchase-requisitions, and processing purchase orders, payments, carrier claims, etc., shall be in accordance with established' procedures..

This procedure consists of the following sections:

Nuclear Licenting 6.

Distribute copies of.submittals, and licenses when received, in accordance with established procedures (N.P. 6).

Scheduling Shipments of Nuclear Fuel Fuel 7.

Establish schedules for shipments of nuclear fuel assemblies to meet Edison's initial fuel loading or refueling requirements.

In the case of missing container (s),

proceed as in Steps 11 through 13, above.

21. Supervise the unloading, uncrating, verification of serial numbers, and transfer of the fuel assemblies to the Fuel Vault or Fuel Pool.

approval of the NMS Manager and unless permitted by NRC License.

As each shipping container is opened, verify the serial number of each fuel assembly and enter a check (se) mark next to that number on a copy of the packing list.

b.

Note any discrepancies (damaged or missing assemblies, differences in serial numbers, etc.) on the copy of the packing list; immediately report such items to the NM Custodian.

Immediately report any discrepancies to:

Prepare appropriately numbered tags for the' Fuel Handling Foreman fuel assemblies listed on the packing list and give tags, if appropriate, to the Fuel Handling Foreman.

25. Upon transfer of fuel assemblies to the Fuel Vault or Fuel Pool, prepare BWR Nuclear Component Transfer List (Form 86-2593) or PWR Nuclear Component Transfer List (Form 86-2616) as appropriate:

Number the pages consecutively by year

( e.g. 82-1, 82-2, etc. ).

b.

Show the serial number of each fuel assembly received and its location in the Fuel Vault or Fuel Pool.

c.

Include any damage information.

Verify numbers on tags against numbers on i

the Transfer List and place tags on Tag Board to correspond to position of fuel assemblies in Fuel Vault or Fuel Pool.

Notify NM Custodian of any discrepancy between numbers on tags and. fuel assembly numbers on Transfer List.

27.

Sign and forward the original of the Transfer List and the copy of the packing list to the NM Custodian.

Retain a copy of the Transfer List.

28. Verify all fuel assembly numbers on the Transfer List against the fuel assembly numbers shown on packing lists.

Indicate on all shipping papers any damaged or missing containers or assemblies, differences in numbers, etc.

29.

Prepare Nuclear Fuel Receiving Report (Form 86-2584) indicating the serial numbers of fuel assemblies received and verified, and the NRC License No.

Note:

If fuel assemblies are to be held in another protected storage site for short term storage prior to movement to the proper fuel vault or pool, note the Nuclear Fuel Receiving Report acc,ordingly.

30.

Forward verified receiving reports to the NMS Manager within seven days after receipt of nuclear fuel.

31.. Sign the Nuclear Component Transfer Lists, and Nuclear. Fuel Receiving Reports; obtain signature of Services Superintendent or Assistant Superintendent Technical Services on the Receiving Reports and distribute copies immediately as follows:

32. Accumulate the Nuclear Component Transfer Lists for the month.

At the end of the month promptly forward the Lists as follows:

33. Using Fuel Vault.or Fuel Pool Inventory (Form F or 6), inventory fuel. assemblies in the Fuel Vault or Fuel Pool.

34.

Prepare and maintain on file a Nuclear Fuel Location and Exposure Record (Form 86-2592) for each fuel assembly received within three months of completion of Step A.31 above.

35.

From data shown on the Nuclear Component Transfer Lists enter fuel assembly numbers and storage locations on a separate Fuel Vault or Fuel Pool Inventory - (Form F or G).

a.

Compare with inventory map (s) from Step 32 above and resolve any differences between the maps.

Review the Nuclear Fuel Receiving Comptro11er's Staff Reports and related Nuclear Component Transfer Lists (Step 31).

Follow-up for resolution of any discrepancies noted (see N.P. 5).

37. Upon receipt of the Nuclear Fuel Comptro11er's Staff Receiving Report (Step 31), follow-up for receipt from the vendor of " Nuclear Material Transaction Report, (DOE /NRC Form 741)" with statement showing enrichments and weights of the nuclear materials contained in each fuel assembly.

Note:

If the shipment is between Company stations, prepare DOE /NRC Form 741.

38.

Enter " Receiver's Data".

Obtain

" Signature of Authorized Official" as required on DOE /NRC Form 741.

39. Within ten days after receipt of shipment, distribute completed DOE /NRC Form 741 as follows:

Have inspection performed, keeping a detailed record on Nuclear Fuel and

. Channel Inspection Data Sheets (Form J, Exhibit A), of the inspection steps as they are performed.

Record the on-site corrections or repairs which were made and identify the items which must be returned to shipper.

Prepare Discrepancy Record if required (Q.P. No. 15-53).

Give the record of inspection and copy of Discrepancy Record to the NM Custodiari.

NM Custodian 44.

Prepare a written report of the results of the fuel inspection within one' month of the end of the inspection, detailing the on-site corrections or repairs and the items requiring return to shipper.

Include discrepancy numbers and the corresponding fuel assembly serial numbers in the written report.
