Perry Nuclear Power Plant Docket No. 50-440 Technical Specification Change Request Gentlemen:

The Cleveland Electric Illuminating Company (CEI) hereby reque:ts amendment of Facility Operating License NPF-58 f or the Perry Nuclear Power Plant, Unit 1.

In accordance with the requirements of 10 CFR 170.21, a check in the amount of

$150.00 is enclosed. In accordence with the requirements of 10 CFR 50.91(b)(1), a copy of this amendment request has been sent to the State of Ohio, as indicated below.

This amendment requests revision to Technical Specification Figures 6.2.1-1 and 6.2.2-1. Attachment 1 provides the summary, significant hazards analysis, and environmental impact statement which supports this revision. Attachment 2 is a revised copy of Technical Specification pages 6-3, 6-4, and 6-5.

charts for the corporate and unit staff. This proposed amendment makes various changes to these charts, as described below.

Mr. Al Kaplan will be the CE1 Nuclear Group Vice President. This position will be the senior corporate management position located at the Perry site.

The position of Nuclear Operations Division Vice President has been eliminated. As a result of this change, the Nuclear Quality Assurance Department Manager will report to Mr. Kaplan, l Mr. Murray R. Edelman is the Nuclear Vice President for the Centerior Energy Corporation. In this capacity, Mr. Edelman is currently planning for the l O

future relationships between Centerior and the Perry Nuclear Power Plant.

The Fire Protection Coordinator and his functions have been consolidated into a Unit with other Fire Protection activities assigned to the Technical Section General Supervising Engineer. This organizational change does not eliminate or alter any aspects of the Fire Protection plan itself.

The Procedures, Records and Services Section is being dissolved, and the l I

responsibilities transferred to two sections, - the existing Perry Procurement and Record Management Section and the new Document, Procedures and Services Section. This realignment enables CEI to better manage and tilize the functions of this section.

In addition to the above changes, other minor changes are being made to the organizational charts in terms of organization titles, and deletion consolidation of certain non-key titles / positions.

Safety Analysis As the Perry Nuclear fower Plant proceeds into the full operations phase, we believe that the organizational changes we are making will best utilize existing talents and focus our resources on the critical activities ahead to assure successful plant operation. These changes do not affect our previous commitments with respect to meeting or exceeding the staff qualification requirements of ANSI N18.1-1971, as described in FSAR Section 13.1.3.

l Significant Hazarde Analysis g The standards used to arrive at a determination that a request f or amendment requires no significant hazards consideration are included in the Commission's Regulations,10 CFR 50.92, which state that the operation of the facility in accordance with the proposed amendment would not (1) involve a significant increase in the probability or consequences of an accident previously l

evaluated, (2) create the possibility of a new or difierent kind of accident  ;

f rom any accident previously evaluated, or (3) involve a significant reduction in a margin of safety. CEI has reviewed the proposed change with respect to ,

these three factors. l This proposed amendment does not affect any portions of the plant operations,.

or the manner in which plant operations will be conducted. As a result , CEI l has concluded that this proposed amendment does not involve a significant I increase in the probability or consequences of an accident previously evaluated.

This proposed amendment does not involve any change to the physical structure of the plant, or to any of the systems or components of the plant. This l proposed change is purely administrative in nature, and does not reduce the j qualification requirements described in FSAR Section 13.1.3. Therefore, CEI l has concluded that this amendment does not create the possibility of a new or j dif ferent kind of accident f rom any accident previously evaluated.

This proposed amendment does not affect any portion of the Technical Specifications other than the organization charts. No technical changes, changes to the bases, or any other administrative changes are involved with j this proposed change. CEI has concluded that this proposed amendment does not involve a significant reduction in a margin of safety.

j Based upon the above conclusions, CEI has determined' that this proposed amendment involves no significant hazards.

l l Environmental Impact Cleveland Electric Illuminating has reviewed the proposed Technical Specification change against the criteria of 10 CFR 51.22 for environmental considerations. As shown above, the proposed change does not involve a significant hazards consideration, nor increase the types and amounts of ef fluents that may be released of f site, nor significantly increase individual i or cumulative occupational radiation exposures. Based on the foregoing, CEI l concludes that the purposed Technical Specification change meets the criteria given in 10 CFR 51.22(c)(9) for a categorical exclusion f rom the requirement for an Environmental Impact Statement.
