This supplements the application made December 16, 1993 by letter PY-CEI/NRR-1732L, as revised by letter PY-CEI/NRR-1880L dated November 7, 1994.

This change request addresses minor discrepancies and items needing clarification, found during various reviews and discussions with the NRC staff. Attachment 1 provides a brief explanation of the reason for each change. Attachment 2 provides a mark up of the proposed changes to the Technical Specification pages. In addition, Attachment 3 provides proposed changes to the Bases for the Improved Technical Specifications, ,

to account for plant specific nomenclature, methods and plant I descriptions. The justifications, Significant Hazards Considerations,  !

and Environmental Considerations provided in the December 16, 1993 and l November 7, 1994 applications remain valid.

The following are changes that have been found during the review process  :

that need to be incorporated into the Improved Technical Specifications:

Change 1. The Allowable Value for the Flow Biased Simulated Thermal Power .

- High function when in single loop [ footnote (b) on page l 3.3-6] has been corrected - to the proper value as approved by-  :

the NRC in Amendment 61 to the Perry Nuclear Power Plant  !

Operating License.. l Change 2. Change the refereAce in the Notes in SR 3.3.3.1.1, 3.3.3.1.2 snd 3.3.3.1.3 to Function 10 rather than Function 11. These .

changes are necessary due to previously deleting other l Functions from. Table 3.3.3.1-1.

Change 3. Delete the requirement to perform SR.3.3.8.1.2 from Table l 3.3.8.1-1 Functions 1.d and 1.e for timer testing. . These l bracketed tests were inadvertently included in the original j submittal. The deletion of the tests will maintain the current  ;

testing. requirements for these instruments. l Change 4. Add clarification "when corrected to nominal input voltage" to 5.5.7.e to address issue of adjusting test. results for voltage j variations. This clarification indicates how the requirement  ;

is allowed to be met. .j

.i Change 5. Change 5.5.11.d to read "b.1 or b.2" for clarification. This  !

clarification vill avoid further questions on'whether all of i "b" is applicable, or only a portion of "b".
