SUMMARY

The proposed change requests revision of the Perry Nu:: lear Power Plant (PNPP)

Technical Specification Table 3.3.6.1-1. The proposed change will correct typographical errors found in the table dealing with the surveillance numbers.

This is an administrative change to correct the typographical errors found on this table.

As such there is no safety significance to the proposed changes.

DESCRIPTION OF THE PROPOSED TECHNICN SPECIFICATION CHANGE Technical Specification Table 3.3.6.1-1 Function 5.c, Surveillance Requirements SR 3.6.1.1.3,3.6.1.1.4 and 3.6.1.1.5 are being replaced by the proper surveillance numbers SR 3.3.6.1.3,3.3.6.1.4 and 3.3.6.1.5.

SAFETY ANALYSIS This proposed change corrects a typographical error that has existed in Technical Specification Table 3.3.6.1-1 since the conversion to the improved technical specification format. The surveillance numbers currently listed are not valid numbers, and therefore do j not coincide with a valid test requirement. Correcting a typographical error will avoid any confusion in the future for personnel reviewing this Table.

ENVIRONMENTAL CONSIDERATION The proposed Technical Specification change request was evaluated against the criteria of 10CFR51.22 for environmental considerations. The proposed change does not significantly increase individual or cumulative occupational radiation exposures, does not significantly increase the amounts of effluents that may be released off-site and, as

. discussed in Attachment 2, does not involve a significant hazards consideration. Based on the foregoing, it has been concluded that the proposed Technical Specification change meets the criteria given in 10CFR51.22(c)(9) for categorical exclusion from the requirement for an Environmental Impact Statement.

COMMITMENTS WITHIN THIS LETTER There are no regulatory commitments contained in this letter. Any actions discussed in this document represent intended or planned actions, are described for the NRC's information, and are not regulatory commitments. Please notify the Manager -

p Attachment 2 PY-CEI/NRR-2373L Page1of1 The standards used to arrive at a determination that a request for amendment iuvolves no significant hazards considerations are included in the Commission's Regulations, 10CFR50.92, which states that the operation of the facility in accordance with the l

proposed amendment would not: (1) involve a significant increase in the probability or

- consequences of an accident previously evaluated; or (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety.

The proposed amendment ins been reviewed with respect to these three factors and it has been determined that the proposed change does not involve a significant hazard because:

1. The proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.

The proposed change involves a purely administrative change to correct typographical errors on a Technical Specification Table. Since this change is administrative it does not impact any initiators of accidents. Therefore, the probability of an accident previously evaluated has not changed.

Likewise, an administrative change correcting typographical errors can not impact the consequences of any previously evaluated accident.

Therefore, the probability or consequences of an accident previously evaluated have not significantly increased.

l

2. The proposed change would not create the possibility of a new or different kind of l accident from any' accident previously evaluated. I l

This proposed change does not physically alter the plant or systems or equipment in the plant, or the method for operation of the plant. Therefore, the proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated.

l 3. The proposed change will not involve a significant reduction in the margin of safety, The proposed change is an administrative change that has no impact on margin of safety considerations.

Therefore, the proposed change does not involve a significant reduction in the margin of safety.
