Background
j On Septcuber 3,1974, the General Electric Company tendered their second GESSAR for review pursuant to the Reference bytem procedure contained in the AEC policy '%thods for Achieving Standardization of Nuclear Power Plants" issued March 5,1973. Where possible the text of the new GESSAR 251 is exactly the same as' the text of the i
existing GESSAR 238. Differences occur only where size or power level dependent parameters occur, and such differences are readily identifiable by green colored pages. GCSSAR 238 is a 3579 W t, 238 inch vessel nuclear island design whereas GESSAR 251 is a 3800 W t, 251 inch vessel NSSS design.

of their detailed revnew. Rese two groups, Electrical, Instrumentation 6 Controls Branch and Reactor Systems Branch, find that they do not have enough infonnation to initiate their reviews. L e EISC deficiencies of GESSAR 251 are very similar to the pasently existing GESSAR 238 open items. Since these EIGC systems also affect many of the Reactor Systems i
Branch areas of responsibility, those reactor systems area; also are deficient. We will require GB to respond to these deficiencies prior to docketing. We understand that this information will not be available until about January 31, 3375.
l Additional information will be required for the other Technical Review Branches to complete their detailed review. Le open items on GESSAR 238 that are also deficiencies on GESSAR 251 will be included with this initial request for additional information.

We have looked at the inpact of rejecting the ESSAR'251 on Skagit, which is the only licensing case we knew to be planning to reference ESSAR 251. - 1he Skagit ER and Ompter 2 of the PSAR have.been docketed.- 1he-remainder of the PSAR is expected to be tendend on-Decenber 3,1974. 1he earliest the Skagit PSAR is likely to be -
decketed is mid January 1975.. If E meets their January 31, 1975, date for the GESSAR 251 Inc information, the Skagit and ESSAR 251 reviews could proceed in parallel. We expect that rejecting GESSAR 251
-will not inpact the Skagit suhedule.
We am recommending that ESSAR 251 not be ' accepted until cowlete 01 apter 7'and Chapter 15 information. is provided.
