REGULATORY STAFF SUPPORT OF ACRS ACTIVITIES Reference is made to our agreement of August 21, 1974, whereby the Regulatory staff is to assist the ACRS in an early identification of I

potential problem areas for each application.

At this time we do not feel that the Puget Sound Power and Light i

Company, Skagit, application involves new or unique potential safety problem areas either related to the site or plant facilities. We 1

i will keep you advised if such areas arise during our detailed round-I one review of the PSAR.

For your interest you should note that the applicant has incorporated j

the 251 GESSAR for the NSSS into his application and a copy of 251 GESSAR in Puget Sound covers was provided with the PSAR.

Previously, the staff did not accepted the 251 GESSAR application for docketing

}

and detailed review, but anticipates doing so next month. However, our position is that the Skagit acceptance need not be conditioned on an acceptable 251 GESSAR since there is only about 13% of the 251 i

GESSAR that differs from GESSAR 238 currently under review. We expect that the two applications will be reviewed concurrently.

If in the course of the Skagit review, it becomes necessary for the applicant to depart from the 251 GESSAR as docketed we will advise you ofnany significant problem areas which may arise.
