following promulgation of this rulemaking, whether changes are needed to the inspection guidance to assure that inspectors are able to identify these violations, and whether changes are needed to the Enforcement Policy or guidance to properly categorize the violations and develop appropriate sanctions. To the extent the Enforcement Policy needs to be changed, it should be addressed in the i
Statement of Considerations.
Compliance issues should be considered during the development of rules and not as we have done in the past only after the rule has been finalized.
