I 1.0 PURPOSE The purpose of this procedura is to establish the method for processing fingerprints for personnel requesting unescorted access to the Protected Area and access to Safeguards Information.
2.0 APPLICABILITY / SCOPE 21 Aeolicability This procedure applies to all Access Cor. trol personnel and personnel requiring access to Protected / Vital Areas or access to safeguards information.

I Access may be temporarily denied based upon information provided by the individual being fingerprinted.
- 1. Have the individual complete Attachment 2, Acknowledgment Form.
- 2. Fingerprint the individual on Attachment 1, Fingerprint Form.
- 3. Record the information in the Fingerprint Tracking Log.

6.1.2 By the end of the following working day, Access Control shall ensure that all completed fingerprint forms are mailed, along with payment, to the NRC l for processing.
6.2 Returned _Finaercrinta 6.2.1 Upon receipt of fingerprint results from the NRC, Access Control shall
- a. Record receipt in the Fingorprint Tracking Log.
- b. If the fingerprints were illegible, go to section 6.3, Illegiblo Fingerprints. j.
- c. If the fingerprints were legible, go to section 6.4, Fingerprint Results.
6.3 Illeaible Fincernrints ,
6.3.1 If the fingerprints woro 111ogible AHD the j individual is still on site, Access Control shall ensure

- a. Steps 6.1.1 a, b, and c, above, are repeated. '

- b. The completed card is mailed to the NRC (no i payment required). l l .
6.3.2 If the fingerprints are 111ogible &HD the individual i is no longer on site, the Access Control Personnel shall ensure: !

( b. The information is recorded in the Fingerprint Tracking Log.

6.4 Einnernrint_Results 6.4.1 Access Control shall retain all fingerprint cards and criminal history records rocoived, or a copy of the file if it has been transferred, for at least l 1 year af ter termination or denial of uneucorted Protected / Vital Area access or access to safeguards information.
6.4.2' Supervisor-Access control may grant access, if the returned fingerprint card indicates: l
- a. Ilo arrest record on file, QB l
- b. Misdemeanor arrests or convictions that do not adversely reflect on the individual's ,
reliability,
- c. tio felony convictions, parole or probation within the last five years from date of submittal.

- c. If the individual challenges the results, ensure that the individual is informed of the appeal process given in section 6.6, Appeal Process.
NOTE _6.4.3.d Refusal of the individual to complete Attachment 4, Arrest Disposition Waiver shall result in immediate denial of access.

- e. Ensure that the !!RC results and a copy of Attachment 4, Arrest Disposition Waiver is maintained by Access Control. l
- f. Ensure Attachment 4, Arrest Disposition Waiver, is forwarded to the court with jurisdiction to ,
obtain a disposition. !

6.5 Access _Qgnial_ Process I
6.5.1 The Supervisor-Access Control MAY deny access based on any of the following:
- a. AHX felony conviction, prison sentence, i probation, or parole served within the previous l l five years. 4
- b. Refusal of the individual to sign Attachment 4 Arrest Disposition Waiver.

- c. Multiple felony arrests within the previous five i years regardless of disposition. !
6.5.2 If denial of access occurs, the Supervisor-Access Control shall:

- a. Ensure Attachment 5, Criminal History Results !
Memo, is completed and forwarded to the Manager-Industrial Security. j
- b. Ensure that the individual is notified of the action taken, the reason, and the appeal process.

- c. If the individual is not a Company Employee, {
ensure that the individual's employer is i notified that access denial has occurred. I
- d. Ensure that the individual is placed on the denied access list in accordance with IS-AC-00017, Denied Access List Control.
3 6.5.3 If warranted, the Manager-Industrial Security may I convene the Industrial Security Committee to review l the Supervisor-Access Control's decision.

6.6 Appea M I2 cess I !
6.6.1 An individual shall be denied access during the appeal process. l 6.6.2 If an individual wishes to challenge or clarify the results of the FBI criminal history check, He/She shall:
- a. Notify the Supervisor-Access Control of intent to challenge the information obtained in the criminal history check.
- b. Submit to the arresting authority or to the FBI, ,
a letter requesting clarification on the i situation. l
- c. Send the letter registered, return receipt l i
I requested.

- d. WITHIN TEN (10) WORKING DAYS OF NOTIFICATION OF !
ACCESS DENIAL, provide to the Supervisor-Access l Control a copy of both the letter and the return receipt.
6.6.3 If additional or corrected information is provided, !
the Industrial Security Committee shall review the !
case to determine security reliability. l 6.7 Ira n s f e r r i ng_F i nn e ro r i n t _Re s u l t s_To_A n othgr_U t i l i ty 6.7.1 Fingerprint results may be transferred via the !
INDEX system.
6.7.2 Individuals may transfer fingerprint results to another utility by submitting a completed Attachment 6, Request for Fingerprint Results Transfer to the j Access Control. l 6.7.3 Upon receipt of a completed Attachment 6, Request l For Fingerprint Results Transfer, the Access Control j shall mail a copy of the criminal history results in an envelope marked " Confidential" to the requested individual at the utility.

1' 6.7.4 Access control shall retain all fingerprint cards and criminal history records received, or a copy of the file if it has been transferred, for at least 1 year after termination or denial of unescorted Protected / Vital Area access or access to safeguards information.
6.8 Iransferrina_Fincererint_Results_From_Another_ Utility 6.8.1 Fingerprint results may be transferred via the INDEX system. ,
6.8.2 Access Control may accept fingerprint results from another utility provided the following type of f information is verified: !
- a. Name
- b. Date of Birth I
- c. Social Security Number l
- d. Sex
- e. Other applicable physical characteristics 6.9 Recuirerents_for_Reinstatenent_of_Accegg 6.9.1 The Supervisor-Access Control may reinstate an individual's unescorted Protected / Vital Area access or access to safeguards information provided: j
- a. The individual's access has HQI been interrupted i for more than 365 days. ARQ
- b. The previous access was terminated under favorable conditions.
7.0 RECORDS l 7.1 The following quality assurance records are completed by I this procedare and shall ae listed on the Nuclear Records !
List, captured, and submitted to Nuclear Records-Management in accordance with NG-IM-00106.
