BVPS-2 IST PUMP TESTING REQUIREMENTS In the following section, the testing requirements of Section XI, 1983 Edition through the Summer 1983 Addenda of the ASME Boiler and Pressure Vessel Code subsection IWP-Inservice Testing of Pumps, are outlined to the existing Beaver Valley Power Station, Unit 2, Operational Surveillance Testing (CST) requirements for safety-related pumps. Comments are made, as well as relief requests, which suggest possible exceptions to the Section XI requirements or alternative tests which may be performed to meet the intent of 10CFR50.55a.

COMMENTS ON PUMP TESTING CRITERIA A. Tests requiring the measurement of pump inlet pressure may have to be performed by calculation of the available static head on the pump.

This method becomes necessary on pumps which are not equipped with inlet gages. The method provides good reference conditions to ensure test repeatability, but cannot be used to detect flow blockage on the inlet line, as it assumes that inlet pressure losses are negligible.

B. Due to particular plant operating conditions- and equipment installations, relief from compliance to certain parameters of Section XI Code testing is requested on the respective pump index with alternate test methods khen applicable. An exception to the above relief request index is stated below.

1. Relief from at power quarterly testing of the Residual Heat Removal Pumps [2RHS*P21A,B] is requested because of the following:
a. Pumps are not required to be run at power or fulfill any safr:ty function to mitigate a DBA.

b. Possible overheating of the pumps could occur during pump testing on recirculation only and could compromise the system integrity. The system has no associated surge tank and the only available expansien protection is the system relief valve.
c. Test personnel would have to make a containment entry to properly monitor pump operation.

s BVPS-2 IST D. Plant conditions may preclude returning to the same point on the pump curve for each pump surveillance test. Because of this operating problem, use of the whole pump curve is permissible for certain pumps.

Pumps that will be using the whole pump curve will reference this paragraph (i.e, see comment D on pump testing criteria) on the pump testing index in the remarks section.

E. IWP-4120 Requires that the full scale range of each instrument shall be not greater than three times the reference value. Relief is requested from this requirement when a thermocouple input is used in conjunction

, with a digital readout device. This is justified by the accuracy of a thermocouple, and the wide range of most digital readouts.

F. Each pump shall run at least 5 minutes prior to measurement of the specified parameters (when bearing temperature measurements are not required). When bearing temperature measurements are required, each pump shall be run until the bearing temperatures stabilize prior to making the specified measurements. A bearing temperature is considered stable when three successive readings taken at 10 minute intervals do not vary by more than 3%. Bearing temperature measurements are required annually (normally in August).

BVPS-2 IST VALVE TESTING REQUIREMENTS In the following section, the testing requirements of Section XI, 1983 Edition through the Summer 1983 Addendum of the ASME Boiler and Pressure Vessel Code subsection IWV - Inservice Testing of Valves are outlined to the existing Beaver Valley Power Station, Unit No. 2, Operational Surveillance Testing (OST) requirements for safety-related valves.

COMMENTS OF VALVE TESTING CRITERIA A. Category A and B Valves

1. Safety-related valve classified as Category A or B by subsection IWV-2100 - Categories of Valves, are tested as required by subsection IWV-3400 - Inservice Tests, Category A and B valves, at least once every three (3) months, except as provided by IWV-3412(a), IWV-3415, and IWV-3416. Specific relief requests from testing are referenced on the valve outline sheet and explained in detail on the applicable Relief Request sheet.

NOTE: Category A valves, in addition, are leak rate tested at a frequency of scheduled refueling outages but not less than once every two years.

B. Category C Valves

1. Safety-related valves classified as Category C IWV-3510 - Safety Valve and Relief Valve Tests, are setpoint tested in accordance with ASME PTC 25.3-1976 at a frequency as defined in Table IWV-3510-1.
2. Safety-related valves c;2ssified as Category C, IWV-3520 - Tests for Check Valves, are exercised at least once every three (3) months, except as provided by IWV-3522.

C. Category D Valves There are no explosively actuated valves at Beaver Valley Power Station, Unit No. 2.

D. Passive Valves As stated in Table IWV-3700-1 passive valves are not required to be exercised. Therefore, relief is not requested from exercising passive valves.

I. Testing in Reactor Containment Beaver Valley Unit 2 reactor containment is maintained subatmospheric as required by technical specifications. The subatmospheric condition presents a hazardous working environment for station personnel and is considered inaccessible for surveillance testing. Surveillance testing that requires reactor containment entry will be performed at cold shutdown and refueling.

Full stroking in the closed position cannot be performed during normal operation because isolation of the service water supply header in conjunction with a leak test is required to verify full closure. Isolation of the header is not acceptable because both SW headers are normally in service. In addition, leak testing if attempted at cold shutdown could result in a delayed plant startup.

Operation of these valves will be monitored by timing the starting time to rated speed for each EDG.

Individual valves will be tested by isolating one bank of air prior to starting on an alternating frequency.

This will insure each bank is capable of starting the EDG in the required time and that the air starting solenoids are not degrading.

Alternate Test: Time emergency diesel generator starting time monthly per OST 2.36.1 and 2.36.2. Assign ,a limiting stroke time based on EDG starting requirements for ESF response time. EDG ready to accept load 5 10 sec.
