IMPROPER WELDING BY TRANSAMERICA DELAVAL INCORPORATED ON ASME PIPING SUPPLIED TO ,

WPPSS: WNP-1/4 (AITS N0. F05030010) (

During an inspectio' n conducted at the WNP-1/4. facility during the period of April 29-May 2,1980 the inspector noted that the licensee had identified a number of welding deficiencies with the diesel generator piping early in 1979 and had shipped most of the piping back to the manufacturer. (Delaval) .for repair. This piping is now onsite and the

, contractor is' reinstalling it. These welding deficiencies included:

arc strikes, undercut, lack of penetration, and undersize socket welds.

The apparent equipment deficiency was'not reported by the licensee and i

subsequently the generic implications were never evaluated by the NRC.

The piping subassemblies were fabricated by the Delaval facilities located in Oakland, California. A review of the piping record packages indicated that both the fabricator's representative and the Authorized i

Inspector had signed the Code Data Reports as confonning to ASME require-ments.

3 Discussions of the findings were held with Mr. Potapovs on uly 9, 1980 by telephone. Mr. Potapovs indicated that an AITS completion aate or October 9, 1980 was acceptable.
