Dear Mr. Rivenbark:
By letter dated September 29, 1986, you requested that Georgia Power Company (GPC) provide certain specific clarifications to the Plant Hatch Units 1 and 2 Technical Specifications revisions which we had proposed in a letter dated May 16, IS86 (SL-511).
The changes which we had proposed in that earlier submittal would affect the administrative controls covering the l
organization and responsibilities of the Plant Review Board (PRB) and the l
Safety Review Board (SRB).
l The specific additional changes requested in your September 29, 1986 letter would clarify Technical Specifications 6.5.1.2, which covers composition of the PRB.
In response to that request GPC hereby resubmits the page from each Hatch Unit's Technical Specifications which contains that Section, with further revisions.
These latest proposed revisions provide l
the clarifications which your staff requested, as is demonstrated by the following sumary.
In response to your concern that the PRB chairman, and his designated al ternate, "be at a sufficiently high l evel of management to deal effectively with PRB members," the attached changed pages contain an additional restriction which requires those two persons to be at least department managers.
To address your staff's question with the phrase "or i
equally qualified individual" in Section 6.5.1.2, that sentence has been altered to make it clear that each PRB member must at least be a supervisor.
Furthermore, in response to your final question we have clarified that section to leave no doubt that each of the six specified plant departments must be represented on the PRB.

L Director of Nuclear Reactor Regulation Attention: Mr. George Rivenbark, Project Manager BWR Project Directorate No. 2 November 25, 1986 Page Two The Basis for Change Request and the 10 CFR 50.92 Evaluation which were provided in Enclosures 1 and 2 to our May 16, 1986 submittal are not affected by the additional changes proposed in this letter.
The actual operation of plant equipment and/or systems would not be affected by the implementation of these proposed changes since they are purely administrative in nature.
Attached to this letter is a copy of the proposed new Technical Specification page for each Hatch Unit which contains the clarifications you requested.
These pages should be used in place of the identically numbered page for each unit which followed Enclosures 3A and 3B in our May 16, 1986 submittal _ (page 6-6 for Unit 1, page 6-5 for Unit 2).
The vertical change bars on the attached pages indicate the combined revisions resulting from this response, as well as our original May 16, 1986 submittal.
Pursuant to the requirements of 10 CFR 50.91, a copy of this letter and all applicable attachments will be forwarded to Mr. J. L. Ledbetter of the Environmental Protection Division of the Georgia Department of Natural Resources.
Mr. James P. O'Reilly states that he is Senior Vice President of Georgia Power Company and is authorized to execute this oath on behalf of Georgia Power Company, and that to the best of his knowledge and belief, the facts set forth in this letter are true.
