In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes changes to the L Plant Hatch Units 1 and 2 Technical Specifications (TS) and Environmental Technical Specifications (ETS), Appendices A and B, respectively, to Operating Licenses DPR-57 and NPF-5.

These proposed changes, which are strictly administrative in nature, would revise the administrative controls in the TS (Section 6.0) and the ETS (Section 5.0) to reflect recent changes to company organization.

These organization changes, as outlined in our. letter of October 13, 1986 to Dr. J. N. Grace of NRC Region II~, are designed to enhance our ability to safely and effectively operate Plant Hatch. These organizational changes were additionally discussed with NRC Region II Management by Mr.

J. H. Miller, President, and Mr. H. G. Baker, Senior' Executive Vice President, on September 22, 1986 and by Mr. J. P. O'Reilly, Senior Vice President Nuclear Operations on October 7,1986.

Enclosure 1 provides a detailed description of the proposed changes and circumstances necessitating the change request.

Enclosure 2 details the bases for our determination that the proposed changes do not involve a significant hazards consideration.

Certain changed pages provided as part of this submittal additionally reflect these previously proposed changes. The remaining pages of the previous submittals are unaffected. Enclosure 3 provides a table delineating which proposed changed pages affect which previous submittals.

Enclosures 4A and 4B provide page change instructions for incorporating the proposed changes.

The proposed changed Technical Specifications pages follow Enclosures 4A and 4B.

CORPORATE AND ONSITE ORGANIZATION BASIS FOR CHANGE REQUEST The proposed changes to the Plant Hatch Units 1 and 2 TS and ETS fall into four categories: 1) Changes reflecting the creation of a Senior Executf ve Vice President position in the corporate office. 2) Changes reflecting the creation of an onsite executive position, Vice President Plant Hatch. 3) Changes reflecting restructuring of plant departments.

4) Proposed deletion from the TS and ETS of the onsite and offsite organizational charts.

Proposed Change 1:

A new position of Senior Executive Vice President has been created in the corporate office. This position reports directly to the President of GPC, and is responsible for all activities related to power supply. The Senior Vice President Nuclear Operations and the General Manager Quality Assurance report to this position. The Senior Executive Vice President position is similar in function and structure to the previous position titled Executive Vice President Power Supply, which has been eliminated.

Figure 1 of this enclosure provides, for information, a partial organizational chart focusing on the new position and its relationship to the Plant Hatch management structure.

I The following areas of TS and ETS (Units 1 and 2) are affected by proposed change 1:

1. TS 6.5.2.10 Audit reports encompassed by Section 6.5.2.8 shall be forwarded to the Senior Executive Vice President instead of the Executive Vice President Power Supply.

2. ETS 5.0 Corporate responsibility for implementing the ETS rests with the Senior Executive Vice President rather than the Executive Vice President Power Supply.

Proposed Change 2:

A new onsite executive position of Vice President Plant Hatch has been created. This position reports directly to the Senior Vice President Nuclear Operations and maintains the line authority and responsibility previously held by the corporate position of Vice President and General fianager Nuclear Operations, which has been eliminated. I REQUEST TO REVISE TECHNICAL SPECIFICATIONS:

CORPORATE AND ONSITE ORGANIZATION BASIS FOR CHANGE REQUEST

. Proposed Change 3:

In order to optimize the effectiveness of the assignment of a corporate officer - onsite, the onsite organization has been modified appropriately.

Figure 2 _ of this enclosure provides, for information, the new onsite departmental .and managerial structure. The previous position of General

Manager - Plant Hatch has been retitled Plant Manager. The Plant Manager continues to have overall and direct responsibility for operation of the units. However, the Plant Manager's functional responsibilities . have been redefined to focus on those activities strictly related to - the safety and effectiveness of day-to-day operation of the plant (Operations, Maintenance, Health Physics and Chemistry.) A new position of Plant Support Manager has been formed to oversee support-type functions (Engineering, Security, Outages and Planning, Administrative Support). The position of Deputy General Manager - Plant Hatch has been eliminated. The Plant Manager and the Plant 1 Support Manager report directly to the Vice President Plant - Hatch.

Additionally, two other manager positions report directly to the Vice President Plant Hatch. These are the Manager Plant Training and Onsite Emergency Preparedness, and the Manager Nuclear Safety and Compliance. This reflects GPC's emphasis in these important areas. The Hatch Quality Assurance Site Manager's primary onsite line of communication is now with the Vice President Plant Hatch instead of the General Manager - Plant Hatch (now Plant Manager).

The position of Plant Manager will continue to fill the responsibilities presently included in the TS and ETS for the General Manager Plant Hatch, with the following exceptions:

1. TS 6.1.1 is revised to reflect that the Plant Support Manager has responsibility for plant support functions.

2. As previously noted, the Hatch Quality Assurance Site Manager's primary line of onsite communication will be with the Vice President Plant Hatch rather than the the General Manager Plant Hatch (now Plant Manager).

3. Approval of administrative procedures and security plan implementing procedures and changes thereto, pursuant to TS 6.8.2, will be performed by l the Plant Support Manager, rather than the General Manager Plant Hatch (now Plant Manager). Approval of Emergency plan implementing procedures and changes thereto will be performed by the Manager Plant Training and Onsite Emergency Preparedness, rathar than the General Manager Plant Hatch (now Plant Manager). Temporary procedure changes may be approved, pursuant to TS 6.8.3, by the Plant Manager or Plant Support Manager.

CORPORATE AND ONSITE ORGANIZATION BASIS FOR CHANGE REQUEST Proposed Change 4:

It is proposed to delete TS Figures 6.2.1-1 and 6.2.2-1 depicting offsite and unit organizations, respectively, and ETS Figure 5.2-1, depicting the organization structure related to environmental activities. The presence of these figures in the TS and ETS results in numerous amendment' requests. The approval cycle for these requests is such that the figures in the TS and ETS tend to be out of date. Section 13 of the Hatch Unit 2 Updated FSAR contains organizational information and charts depicting, in equivalent detail, the information hereby proposed for deletion from the -

Technical . Specift:ations. This FSAR information is required to be updated and submitted to NRC annually under the provisions of 10 CFR 50.71. The NRC has provided a Safety Evaluation supporting the deletion of organization charts from the Technical Specifications of the McGuire Nuclear Station. (Reference Amendment 52 to Operating License NPF-9 and Amendment 33 to Operating License NPF-17, issued March 19, 1986.) The NRC's Safety Evaluation for these amendments found this change acceptable because "...the two figures were in error in some respects, and their inclusion in the Technical Specifications was redundant because they are contained in Chapter 13 of the McGuire Nuclear Station Final Safety Analysis Report, and are maintained there in accordance with 10 CFR 50.71." GPC proposes deletion on this same basis.
